Building Tomorrow (BT), an international nonprofit organization dedicated to providing literacy and numeracy education to all children, is seeking a consultant to conduct a baseline survey in Rwanda.

BT started in Uganda in 2006 and is excited to bring its community-powered learning approach to Rwanda. In partnership with the Ministry of Education of the Republic of Rwanda (MINEDUC), it is running a 3-year pilot advancing community-powered solutions to bolster the Rwandan government’s existing remedial education efforts. High-achieving youth, who are recent Rwandan teaching college graduates, known as BT Fellows, will serve a set of communities. Fellows, working with local leaders and school leadership, will recruit resident Community Education Volunteers (CEVs), both academic (those with secondary education and above) and life skills (those with community-valued skills), and form dedicated Community Education Teams around each rural school. Between offices in the USA, Uganda, and Rwanda, Building Tomorrow has a full-time staff of over 350, just eight of whom work outside East Africa. Baseline Survey

In Rwanda, Building Tomorrow has deployed its first cohort of 10 Fellows, starting with the district of Ngororero.To inform program design, track progress, and measure impact, BT seeks a consultant to conduct a baseline evaluation before full implementation. This will establish the starting point against which program outcomes can be assessed at midline and endline.

Key Questions for the Baseline Survey

The baseline survey seeks to answer the following questions:

  • What is the status of foundational literacy and numeracy among target learners before intervention by assessing the literacy and numeracy competencies of sampled children in schools and communities within the selected Ngororero district, preferably using the TaRL/EGRA/EGMA/ICAN/ASER assessment methods?
  • What insights on teaching practices, school conditions, and community engagement relevant to foundational learning in the selected schools to which Fellows are attached can be obtained before the start of the Program?
  • What are the locations and socio-economic conditions for the communities and schools?
  • What relevant baseline data on School Governance, Inclusive Education, and foundational learning can be generated to inform the Key Performance Indicators and design of the Rwanda Program?

Scope of Work

The consultant will:

  1. Design the baseline methodology (sampling strategy, tools, data collection plan) in consultation with Building Tomorrow’s Monitoring, Evaluation, and Learning Team and Program Leads.
  2. Co-develop data collection tools (literacy and numeracy assessments, household/community survey questionnaires).
  3. Obtain required ethical approvals in line with the Government of Rwanda and MINEDUC research ethics policies.
  4. Recruit and train enumerators on data collection protocols and ethical considerations.
  5. Supervise fieldwork to ensure high-quality data collection.
  6. Conduct data management and analysis, including cleaning, coding, and statistical analysis.
  7. Produce a baseline report summarizing findings, key insights, and recommendations.
  8. Present findings to Building Tomorrow and stakeholders in a dissemination workshop.

Qualification Requirements

The ideal consultant should have the following requirements:

  • Advanced (Master's or Phd) degree in Education, Economics, Statistics, Social Sciences, or related field.
  • Be based in Rwanda, have authorization to operate in Rwanda, and be versed in the Rwanda education context.
  • Proven experience in designing and conducting baseline or impact evaluations in the education sector, preferably in foundational learning.
  • Strong skills in quantitative and qualitative research methods, including sampling and statistical analysis.
  • Proficiency in statistical software (e.g., Stata, R, Advanced Excel, or SPSS).
  • Strong writing and communication skills, and the ability to communicate complex technical information to non-technical audiences clearly and effectively.

  • Two samples of similar evaluation reports conducted that demonstrate relevant, high-quality analysis, particularly where they show experience in education (to be attached to the proposal).
  • At least three references from agencies/individuals for whom the bidder has led evaluations (or contact details of referees).
