Job Summary

The People & Culture (P&C) Manager in Rwanda is responsible for overseeing the HR function for Chancen Rwanda, ensuring a values-based work environment, and aligning HR policies with organizational goals and Rwandan labor laws. This role provides strategic HR leadership, manages employee relations, and oversees administrative operations to support Chancen’s mission.

Key Responsibilities
  1. HR Strategy & Organizational Development

  • Develop and implement HR strategies aligned with organizational objectives.

  • Lead organizational design initiatives, including structure changes and job evaluations.

  • Provide expert advice to senior leadership on people management and workforce planning.

  • Maintain HR dashboards for executive reporting and decision-making.

  1. HR Policies & Compliance

  • Develop, review, and implement HR policies that promote organizational values and comply with Rwandan labor laws (e.g., Labour Code, RSSB, RRA regulations).

  • Ensure consistent policy application across the Rwanda office.

  • Monitor Rwandan legislative changes and update policies/procedures accordingly.

  1. HR Planning & Reporting

  • Collaborate with the CFO and Finance Manager to develop annual HR budgets.

  • Prepare monthly HR reports on staffing, turnover, and compliance.

  • Conduct bi-annual audits of employee records to ensure accuracy and legal compliance.

  1. Recruitment & Talent Management

  • Oversee end-to-end recruitment processes for all levels, including job descriptions, interviews, and onboarding.

  • Develop staffing plans, succession planning, and employer branding initiatives.

  • Implement inclusive hiring practices to promote diversity and equity.

  1. Employee Relations & Engagement

  • Act as a trusted advisor for employee concerns, mediating conflicts and resolving grievances.

  • Foster a positive workplace culture through team-building events, wellness programs, and feedback mechanisms.

  • Conduct exit interviews and analyze turnover trends.

  1. Performance & Reward Management

  • Oversee the performance management cycle, including goal-setting, evaluations, and feedback.

  • Guide managers on performance-related issues, e.g., Performance Improvement Plans (PIPs) and other disciplinary actions.

  • Implement recognition programs aligned with Chancen’s Policy.

  1. Training & Development

  • Identify skill gaps and coordinate training programs (e.g., leadership development, compliance training).

  • Monitor and track training effectiveness and ROI.

  • Support career development through mentoring and coaching.

  1. Compensation & Benefits

  • Manage payroll processes, ensuring compliance with statutory deductions (RSSB, PAYE).

  • Conduct salary benchmarking and reviews to maintain competitiveness.

  • Administer employee benefits (medical, pension, etc.) and liaise with providers.

  1. Administration Management

  • Oversee office operations, including facilities, supplies, logistics, and vendor contracts.

  • Supervise administrative staff and ensure efficient workflows.

  • Ensure compliance with health and safety regulations.


Requirements

  1. Educational Qualifications

  • Bachelor’s degree in Human Resource Management, Business Administration, or related field.

  • Have at least a Professional HR certification.

  • Master’s degree is an advantage.

  1. Technical Skills, Competencies, and Experience

  • Minimum 7 years HR experience with at least 2 years in a similar role.

  • Proven experience developing HR policies and strategies in Rwanda.

  • Experience managing administrative functions.
