Job Summary

Chancen International is a social impact organization dedicated to expanding access to quality education through fair sustainable student financing. Chancen works closely with Partner Education

Institutions (PEIs) to improve student outcomes, strengthen institutional systems, and enhance graduate employability.

Recent assessments indicate that many graduates face challenges securing employment due to limited structured career preparation and some institutions that need more improvement in career guidance services. To address this, Chancen seeks to recruit a Career Guidance Specialist to support PEIs in strengthening their Career Guidance Departments through tailored capacity-building interventions.

The Specialist will assess each PEI’s current career guidance services, identify gaps, and provide institution-specific support to establish sustainable and effective career guidance systems.

2. Purpose of the Assignment

The Career Guidance Specialist will:

  • Support PEIs in assessing and strengthening career guidance services.

  • Deliver tailored capacity-building interventions based on institutional needs.

  • Ensure that PEIs have functional and sustainable Career Guidance Departments that enhance students’ employability and career readiness.

  • Contribute to broader institutional development efforts in student support, career preparation, and employer engagement.

Key Responsibilities

A. Assessment and Planning

  • Conduct baseline assessments of career guidance services at assigned PEIs.

  • Review existing structures, staffing, tools, and partnerships.

  • Identify institutional gaps, strengths, and priority areas for intervention.

  • Develop tailored Career Guidance Strengthening Plans for each PEI.

  • Define clear milestones and measurable outcomes per institution

B. Institutional Capacity Building

  • Provide technical support to establish or strengthen Career Guidance Departments.

  • Develop or adapt career guidance manuals, standard operating procedures, and service delivery frameworks.

  • Coach and mentor career officers and relevant staff to build capacity.

  • Deliver structured capacity-building sessions during Q1 and Q3 PEI workshops.

  • Conduct monthly on-site visits to support implementation of planned actions.

  • Support student career readiness initiatives.

C. Systems and Program Development

  • Assist PEIs in developing internship programs, employer engagement frameworks, and alumni-student mentorship initiatives.

  • Support organization of career fairs, employer networking sessions, and other career-related events.

  • Integrate career guidance activities into institutional plans and academic calendars.

  • Develop simple monitoring tools to track student engagement and employment outcomes.

D. Monitoring, Reporting, and Sustainability

  • Develop institutional progress tracking tools for career guidance strengthening.

  • Submit monthly progress reports outlining activities, achievements, challenges, and recommendations.

  • Document lessons learned and best practices to inform future institutional support.

  • Provide practical recommendations to ensure sustainability of career guidance services beyond the assignment period.


Requirements

Technical Skills, Competencies & Experience:

Education:

  • Bachelor’s or Master’s degree in Education, Psychology, Human Resource Management, Higher Education Management, Development Studies, or a related field.

Experience:

  • Minimum 3–5 years of professional experience in career guidance, employability programs, or higher education support.

  • Proven experience delivering institutional capacity-building programs.

  • Understanding of graduate employability challenges and labor market dynamics.

  • Experience working with higher education institutions, training institutions, or development organizations.

  • Experience with monitoring, reporting, and project management.

Skills:

  • Strong facilitation, coaching, and mentoring skills.

  • Excellent communication, analytical, and reporting abilities.

  • Ability to tailor interventions to different institutional contexts.

  • Strong interpersonal and stakeholder engagement skills.

  • Fluency in English and Kinyarwanda (French is an added advantage).

  • Proficiency in ICT tools and online collaboration platforms.

  • Willingness to travel regularly to PEIs.

5. Reporting and Supervision

The Career Guidance Specialist will report to:

  • Head of Partnership and Repayment, Chancen International Rwanda

Coordination meetings will be held on a monthly basis with the Partnerships Manager and institutional focal points at each PEI.

Regular coordination meetings will be held monthly to review progress, discuss challenges, and adjust interventions as needed. Monthly progress reports will be submitted to Chancen International.

6. Performance Indicators

  • Completion of baseline assessments for all assigned PEIs.

  • Development of tailored Career Guidance Strengthening Plans for each institution.

  • Delivery of capacity-building sessions during Q1 and Q3 PEI workshops.

  • Monthly on-site institutional support visits conducted as planned.

  • Establishment or strengthening of functional Career Guidance Departments in supported PEIs.

  • Positive feedback from PEIs and increased student engagement in career services.

  • Practical recommendations and systems established to ensure sustainability of career guidance services

7. Expected Outcomes

By the end of the assignment, supported PEIs will have:

  • Well-functioning, structured, and sustainable Career Guidance Departments.

  • Staff capable of independently delivering career guidance services and supporting student employability.

  • Improved student engagement in career preparation and stronger linkages with employers.
