What We Do
EarthEnable is transforming the way people live, by making homes healthier for families across rural Rwanda. 75% of Rwandans live in homes with dirt floors which are dusty, unsanitary, and fertile breeding grounds for parasites and germs. While replacing a dirt floor with concrete has significant health benefits (e.g. reducing diarrhea by 50% and parasitic infections by 80%), concrete is unaffordable for many who need it.
EarthEnable addresses this pressing and ubiquitous problem by selling high-quality, earthen floors that are 70% cheaper than concrete with 90% less embodied energy. Earthen floors are already prevalent in modern homes in the United States and are composed of natural materials (gravel, clay, sand, and laterite). EarthEnable trains and hires local masons to install the floors which are sealed using a proprietary drying oil that makes them waterproof, strong, and polished. In its first 9 years of operations, EarthEnable has installed nearly 30,000 floors and plasters in schools and homes, impacting 200,000 individuals, and created livelihoods for nearly 1,000 people.
In Rwanda 95% of houses are built with earth. After 9 years developing and disseminating ultra-affordable healthy building products made from earth, EarthEnable is shifting focus to design and build whole houses that are affordable for rural Rwandans. By expanding to provide houses made of all natural materials, EarthEnable hopes to continue to provide places where people can live healthy lives, while reducing carbon emissions in the construction industry. EarthEnable sees this as a way to dramatically increase our impact, and intends to construct + 1000 houses in the next couple of years.
About the role:
A Land Surveyor and Property Administration Officer is responsible for providing professional surveying services and managing land administration processes that support the successful planning, acquisition, development, and management of construction projects. The role combines technical surveying expertise with property administration to ensure that all land-related activities comply with legal, regulatory, and organizational requirements.
We are seeking a motivated, detail-oriented, and proactive Land Surveyor and Property Administration Officer to join our team. The successful candidate will work closely with the construction team, project managers, government authorities, consultants, and other stakeholders to support both pre-construction and post-construction activities.
Key Responsibilities
1. Land Acquisition and Due Diligence
- Conduct land due diligence before land acquisition, including verification of ownership, land titles, caveat, easements, zoning, and other legal restrictions.
- Verify parcel boundaries and identify potential land disputes or risks before purchase.
- Prepare land assessment reports and provide recommendations to the management.
- Support negotiations by providing technical information related to land boundaries and measurements.
2. Land Administration
- Coordinate land transfer processes and ensure timely completion of ownership registration.
- Prepare and process documentation related to land transfers, subdivision, consolidation, boundary corrections, and title registration.
- Maintain accurate records of land titles, survey plans, cadastral maps, and related documentation.
- Track the status of land administration applications and follow up with relevant authorities.
3. Surveying Services
- Conduct topographic surveys for project planning and design.
- Carry out cadastral surveys, boundary verification, and boundary correction surveys.
- Perform construction setting-out activities for buildings, roads, utilities, and other infrastructure.
- Establish and maintain survey control points (Bench marks).
- Produce accurate survey drawings, maps, reports, and digital survey data.
- Operate, maintain, and calibrate surveying equipment including Total Stations, GNSS/GPS receivers, automatic levels, drones (where applicable), and other surveying instruments.
4. Support in Construction activities
- Provide surveying support during construction activities.
- Assist engineers, architects, and construction teams with setting out and site measurements.
- Verify that construction works are executed according to approved drawings and coordinates.
- Conduct as-built surveys and prepare as-built documentation.
- Train and guide junior staff on proper surveying practices where required.
5. Government and Stakeholder Coordination
- Liaise with government agencies responsible for land administration, surveying, and land registration.
- Coordinate inspections, approvals, and statutory processes with relevant authorities.
- Represent the organization during land-related meetings with local authorities and other stakeholders.
- Build positive relationships with district, sector, and cell authorities where projects are implemented.
6. Compliance
- Ensure legal compliance all surveying and land administration activities comply with national laws, regulations, and professional standards.
- Stay updated on changes in land laws, surveying regulations, and cadastral procedures.
- Ensure all survey records and documentation are securely maintained and readily accessible.
7. Reporting
- Prepare regular reports on land acquisition activities, survey progress, land administration status, and project updates.
- Report any land-related risks or legal issues that may affect project implementation
Qualifications
- Bachelor’s Degree or Advanced Diploma in Land Surveying, Geomatics, Geospatial Engineering, or a related field.
- Professional registration or certification in land surveying is an added advantage.
- Minimum of 3–5 years of relevant experience in surveying and land administration.
Knowledge and Skills
- Strong knowledge of cadastral surveying, topographic surveying, and construction setting out.
- Good understanding of land administration procedures and property registration systems.
- Knowledge of land acquisition processes and due diligence.
- Ability to interpret survey plans, engineering drawings, and cadastral maps.
- Experience using one or all of the following instruments: Total Stations, GNSS/GPS equipment, Auto Level, and related surveying instruments.
- Proficiency in REVIT, CAD & GIS software, and any other relevant softwares.
- Strong report writing and documentation skills.
- Excellent organizational and record management skills.
- Strong communication and stakeholder management skills.
- Ability to work independently and manage multiple projects simultaneously.
- High level of integrity, professionalism, and attention to detail.
