About Generation:

At Generation, we believe in the power of employment to change lives. We are a global nonprofit organization that supports adults to achieve economic mobility through employment. Generation trains and places adult learners of all ages into careers that are otherwise inaccessible, working in partnership with governments, employers, and other system actors. We also conduct original research and share data insights on high-priority global workforce transition topics to inform decision-making by workforce system stakeholders. Launched in 2015, Generation comprises a global hub (Generation You Employed, or GYE) and a network of in-country affiliates. To date, the network has 150,000+ graduates and 23,000+ employers across 50 professions and 17 countries.

When learners join Generation, 91% are unemployed, of which nearly half are long-term unemployed. Three months after completing our program, graduates have an 78% job placement rate, rising to 88% within six months. Of our employed graduates, 79% are hired by repeat employers who have previously hired Generation graduates, and 89% are in jobs directly related to the profession for which we have trained them. Employed graduates immediately earn an average of 3-4X their previous earnings. Two to five years after graduation, 77% of our alumni from upper-middle income countries continue to meet their daily financial needs and 63% can save for the future. To date, Generation’s global graduates have earned more than $1.9 billion in wages. Generation graduates typically have a secondary school background, 52% are female, 28% have dependents, and the majority identify with underrepresented communities in their country.

JOB OBJECTIVES:

The Senior HR Advisor for Generation Colombia will lead the delivery of high‑quality, compliant, and responsive HR support for our Colombia legal entity and team. It may support other Latin American new operations, as needed. This role covers the full employee lifecycle and will serve as the primary liaison between Generation Colombia and our payroll provider, ensuring high-quality service delivery, compliance with Colombian employment law, and alignment with Generation’s global HR standards. This role will collaborate with Global HR and LatAm leadership to adapt global policies to Colombia’s context, while championing local ownership of HR strategy and culture. You will manage day‑to‑day HR operations, serve as the primary HR contact for Colombia staff, support payroll and statutory compliance, coordinate onboarding and offboarding, and partner closely with Global HR and LatAm colleagues. This fast‑paced role requires strong judgment, excellent organization, comfort with both strategic and hands‑on work, and the ability to build trusted relationships across levels.

KEY ACCOUNTABILITIES & RESPONSIBILITIES:

Payroll provider Relationship & Vendor Management

  • Act as the day-to-day point of contact for the payroll provider on all HR operational matters.
  • Monitor the payroll provider performance against agreed SLAs, escalating issues to Global HR and LatAm leadership when necessary.
  • Coordinate with the payroll provider to ensure timely and accurate payroll processing, benefits administration, onboarding support, and statutory filings.
  • Review and validate payroll outsource-generated documentation (contracts, payroll reports, statutory submissions) before approval.
  • Partner with the payroll provider or local legal counsel to obtain timely guidance on labor law, HR compliance, and employment practices.
  • Ensure alignment between payroll provider processes and Generation’s global HR policies and culture.
  • Support periodic performance reviews of the payroll provider and contribute to vendor-management decisions.
  • Support external audits and regulatory inspections.

HR Advice & Guidance

  • Provide first‑line HR support to Colombia staff on performance, conduct, probation, absence, grievances, and disciplinary matters.
  • Ensure all HR advice aligns with Colombian employment law, and Generation global policies and practices.
  • Coach and upskill leads and managers to handle people matters confidently and compliantly.
  • Conduct research on local labor regulations and advise on employment‑related risks, obligations, and policy impacts in partnership with payroll provider and local legal counsel.
  • Promote an inclusive, values‑aligned workplace culture.

Policies & Compliance

  • Maintain strong working knowledge of Colombian labor legislation and ensure all HR practices remain compliant, supported by payroll provider regulatory updates.
  • Implement Global HR policies for the Colombia entity in partnership with the Global HR team.
  • Identify policy gaps specific to Colombia, recommend improvements, and support policy rollouts.
  • Assist with internal audits and compliance reviews in coordination with the payroll provider and Global Finance Team.

Payroll, Benefits & Statutory Obligations

  • Coordinate with the payroll provider to ensure payroll is accurate, complete, and processed on time.
  • Validate payroll inputs, review outputs for accuracy, costings and approval of payroll payments in conjunction with the payroll schedules.
  • Ensure the payroll provider completes statutory filings, tax submissions, and SSNIT payments on schedule.
  • Address employee payroll and benefits queries by liaising with the payroll outsource.

Onboarding & Offboarding

  • Ensure timely preparation of employment contracts and onboarding documentation with support from the payroll outsource, and lead the process of managing internal Generation approvals and contract management.
  • Conduct HR induction sessions and ensure a seamless onboarding experience.
  • Ensure managers are undertaking probation reviews with employees.
  • Support offboarding processes, including exit interviews and documentation.

HR Systems & Data Integrity

  • Maintain accurate employee records in HRIS and internal databases.
  • Promote effective use of HR systems (BambooHR, Bill.com, payroll provider platforms) and troubleshoot issues with Global HR.
  • Generate people metrics for internal reporting and Colombia leadership reviews.
  • Ensure compliance with global data protection standards.

Digital Tools, AI & Process Improvement

  • Demonstrate awareness and responsible use of GYE-approved internal and external AI tools to enhance efficiency, quality, and consistency of HR processes.
  • Identify opportunities to streamline, automate, or improve HR workflows and documentation in partnership with Global HR, LatAm colleagues, and the payroll outsource.
  • Apply judgment in the use of digital and AI-enabled tools, ensuring alignment with GYE data protection, safeguarding, and ethical standards.
  • Stay informed of emerging tools and practices relevant to HR operations, and contribute ideas for continuous improvement in ways of working.

Recruitment Support

  • Partner with LatAm/Global Talent Acquisition/Colombia Leadership to coordinate hiring processes for Colombia roles.
  • Ensure recruitment documentation and processes meet local compliance requirements.
  • Support hiring managers through interview scheduling, documentation, and offer preparation.

HR Administration

  • Manage specific Colombia employee related queries from the Global HR Team inbox and ensure timely response to employee inquiries.
  • Maintain organized, secure, and compliant personnel files.
  • Track HR actions, cases, and workflows, including payroll provider-related correspondence.
  • Provide administrative support for HR projects and organizational change initiatives.

Compensation & Benefits

  • Support global HR on salary benchmarking and pay equity reviews to ensure competitiveness in the Colombia market.
  • Partner with Global HR to review and update compensation structures.
  • Recommend enhancements to benefits packages in line with employee needs, global HR standards and organizational values.
  • Monitor internal equity and ensure transparent communication of compensation policies.

Health, Safety & Wellbeing

  • Champion employee wellbeing initiatives, including psychosocial support and work-life balance programs.
  • Ensure HR processes integrate safeguarding practices in partnership with the GYE Safeguard standards and requirements.
  • Monitor compliance with Colombian occupational health and safety standards.
  • Develop proactive interventions to prevent burnout and promote resilience.

Employee Relations and Labour Compliance

  • Support effective employee relations by providing guidance on issue resolution, documentation, and appropriate escalation pathways.
  • Partner with payroll provider and local legal counsel to manage employment-related disputes in line with GYE policies, Colombian labour law, and best practice.
  • Support managers in handling sensitive employee issues, grievances, or performance‑related processes in a fair and compliant manner.
  • Build trusted relationships with managers to proactively offer advice and guidance in supporting any concerns before escalation.
  • Partner with payroll provider and legal advisors to ensure awareness of, and preparedness for, formal labour dispute processes where required (e.g. engagement with the National Labour Commission).

Contractor Management

  • Ensure contractor agreements comply with Colombian labor and tax regulations, in coordination with payroll provider and local legal counsel.
  • Coordinate onboarding and offboarding processes for contractors.
  • Maintain accurate and timely records of contractor agreements, scopes of work, contract durations, and renewal timelines, and flag upcoming expiries or risks to relevant managers.
  • Support line managers by providing guidance on appropriate contractor engagement models, contract amendments, and renewal or exit processes.

Global People Process Support

  • Support the Global HR team as needed in the operationalization of key people processes within Colombia which are managed centrally (including but not limited to Performance Management, Employee Engagement and Culture, Learning & Development, and Workforce Planning & Succession Management)
  • Upskill and support people managers within the Colombia team to understand and embed such processes.

ATTRIBUTES (Qualifications, Skills & Experience):

  • Proven experience as an HR Generalist or HR Officer in Colombia.
  • Experience managing third-party HR vendors such as payroll providers.
  • Strong working knowledge of Colombian labor law and statutory obligations.
  • Fluent Spanish, advanced written and spoken English
  • Experience in a mission-driven, non-profit, or multi-country organization is preferred.
  • Excellent communication and stakeholder management skills.
  • Strong organizational skills and ability to manage multiple HR workstreams.
  • Analytical mindset with the ability to interpret data and identify insights.
  • High attention to accuracy, confidentiality, and integrity.
  • Ability to work collaboratively across geographies and cultures.
  • A proactive, “can-do” approach in a fast-paced environment.
