Product Manager, Data Lab Indonesia
This is a hybrid position which requires 8 days per month in the office. You can be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.
Program Overview

Within our Food-Land-Water (FLW) Program, we envision critical ecosystems such as forests and peatland across Indonesia to be governed fairly and sustainably. We believe sustainable land use management is key for Indonesia to meet its climate goal, in line with keeping the global climate target below the 1.5 degree Celcius warming threshold, while providing sustainable livelihoods to forest-dependent communities and conserve biodiversity in the landscape. We intend to achieve this through safeguarding the remaining forest and peatland from deforestation, degradation, and fragmentation; maintaining forests and peatland quality through sound stewardship; and restoring degraded ecosystem to improve its productivity, conservation value, and ecosystem services.
To achieve Indonesia’s climate goal while at the same time improving the livelihood of the communities and protecting biodiversity, we work together with partners to mainstream nature-based solutions (NbS) as an approach to address global climate challenge. We aim to achieve this through research, policy advocacy, and creation of a community of practice to develop new financing model for forest conservation, advocate regulatory framework that are conducive for NbS approach, and development of multi-stakeholder platform to amplify and accelerate NbS approach in Indonesia and Southeast Asia region.
Data Lab Indonesia
The Data Lab Unit aims to establish a leading hub for open-source data, code, and visualizations, fostering data democratization and collaboration among NGOs and development partners. By addressing critical challenges such as unsustainable data platform management strategies, technical inconsistencies, and high employee turnover, the unit will ensure the long-term sustainability and impact of WRI Indonesia's platforms. This initiative transforms grant-dependent outputs into powerful tools for driving positive change in climate resilience, social equity, and nature conservation across Indonesia and Southeast Asia. Aligning with WRI's strategy, the Data Lab Unit promotes systemic, data-driven solutions, transitioning WRI's approach from isolated project delivery to broader systems change while enhancing institutional capabilities and addressing financial sustainability gaps to create scalable, impactful initiatives.
Southeast Asia Climate and Nature-based Solution (SCeNe) Coalition
WRI Indonesia has joined with 7 other NGOs to form the Southeast Asia Climate and Nature-based Solution (SCeNe) Coalition in recognition of the scale of action required, the time-bound opportunity for impact and the risks to people and nature if we do not act collaboratively to speed up and scale up design and implementation of high-integrity and high-quality NbS. The extensive experience of these environmental NGOs in the development and execution of NbS offers a powerful, shared platform to inform and influence this rapidly growing sector. In the first three years, the Coalition will focus on three inter-connected workstreams that together will scale NbS in the region: i) define the opportunities of where ‘triple benefit’ NbS investment should be made; ii) showcase high-integrity projects to inspire others; and iii) support national and local organizations to access carbon finance and secure funds for conservation.
The SCeNe Coalition is aimed to develop Triple Benefit Tools and Website for Southeast Asia Climate and Nature-based Solution (SCeNe) Coalition. Triple Benefit Tool will help to identify high impact future NbS opportunities, ensuring a targeted pipeline of NbS supply that focus on geographies with the highest conservation, social development and carbon potential.This tool will also help to validate triple benefit quality, giving the projects additional scientific credibility; to ensure finance is flowing transparently; and to increase ecosystem participation.
Evolving Participatory Information System (EPISTEM)
The EPISTEM initiative seeks to develop an open-source landscape monitoring technology to support diverse actors in addressing deforestation, landscape degradation, restoration, and other nature-based solutions (NbS). Recognizing the challenges posed by inaccessible data, such as land cover maps, change maps, and reference datasets crucial for planning, funding, and evaluating NbS efforts, the technology will be designed to address these gaps. Key features include an open-source approach for broad adoption and collaboration, adaptability to meet diverse user needs, and scalability with an integrated repository of reference datasets and technical guidelines.
Job Highlight
The Product Manager, based in Jakarta, will play a central role in leading the development and delivery of WRI Indonesia’s digital platforms and products, while contributing to the establishment and growth of the Data Lab Unit. Working closely with the Head of Data Lab, this role supports WRI’s mission to deliver impactful, data-driven solutions for climate resilience, social equity, and nature conservation across Indonesia and Southeast Asia.
The role is responsible for managing cross-functional development teams, including Full-Stack, Back-end, and Front-End Developers, and ensuring seamless integration, performance, and quality across platforms. In the initial phase, the Product Manager will take ownership of the SCeNe NbS Tool, leading product vision, roadmap development, and feature delivery through close technical coordination with the in-house engineering team.
Over time, the role will expand to oversee additional digital products, supporting the full product lifecycle from user research and discovery through backlog prioritization, MVP delivery, and iterative improvement. The Product Manager will work closely with the User Research Lead to ensure that product development remains user-centered, strategically aligned, and consistent with long-term product goals. The role reports to the Head of Data Lab and the NbS Senior Manager for WRI Indonesia, with a dotted reporting line to the Global Data Lab Network Lead and works closely with the Product Engineering Manager within Data Lab Indonesia.
Job Responsibilities
Product Development (60%)
Lead the refinement of Data Lab Indonesia’s product development strategy, translating strategic objectives into clear product roadmaps, delivery plans, and prioritization frameworks across all digital platforms.
Lead the design, development, and continuous improvement of the SCeNe NbS Tool and EPISTEM with the role progressively expanding to cover additional digital products within the WRI Indonesia portfolio.
Drive user-centered product development by overseeing user research, needs assessments, and validation processes to ensure features respond to clearly articulated user and stakeholder demands.
Own and manage the Product Backlog, ensuring it reflects validated user needs, strategic priorities, and evolving project requirements, and is consistently prioritized for development.
Lead technical delivery by working closely with Product Engineering Manager, internal engineering teams and external vendors, ensuring development efforts align with the agreed backlog, roadmap, and quality standards.
Serve as the primary liaison between technical teams, program teams, and external partners, managing internal communications and updates on product progress and milestones.
Support product adoption through stakeholder engagement, trainings, and outreach activities, and contribute to knowledge sharing through blogs, product updates, and learning materials.
Contribute to broader digital and Data Lab strategy discussions and support the adoption of Agile ways of working and best practices across teams.
Analytics, Monitoring, Evaluation, and Learning (MEL) (20%)
Define and track key product performance indicators (KPIs) to monitor usage, engagement, and value delivery, using tools such as Google Analytics and internal dashboards.
Work with PMEL experts to integrate MEL considerations into product design, ensuring the Product Backlog supports measurable outcomes, learning, and impact.
Use analytics and feedback loops to inform product iteration, prioritization, and long-term product strategy.
Program and Team Management (10%)
Manage and mentor a multidisciplinary team of developers, engineers, and analysts to deliver high-quality, timely digital products.
Lead coordination across product, engineering, and program teams to ensure effective implementation of all digital products at WRI Indonesia
Build and manage relationships with NGOs, development partners, private sector actors, and government agencies to strengthen product relevance, uptake, and impact.
Oversee collaboration with external service providers, ensuring deliverables meet technical, quality, and timeline expectations.
Fundraising and Sustainability (10%)
Contribute to strategies that strengthen the financial sustainability of Data Lab Indonesia, supporting the transition from grant-dependent platforms toward scalable and sustainable digital products.
Collaborate with fundraising and program teams to support proposal development, partnerships, and resource mobilization for long-term product development and maintenance.
What You Will Need
Bachelor’s degree in a relevant field such as information systems, computer science, software engineering, data science, product management, human–computer interaction (HCI), or other disciplines related to digital product development and data-driven decision-making. Master’s Degree preferred
Minimum 5 years of professional experience in digital product development, technology-enabled programs, or data-driven platforms, with at least 3 years in a product management or product ownership role.
Demonstrated experience leading the end-to-end product lifecycle, including user research, roadmap development, backlog prioritization, MVP delivery, and iterative improvement.
Strong understanding of web-based platforms, data systems, and digital infrastructure sufficient to collaborate effectively with engineers, data scientists, and GIS specialists (hands-on coding not required).
Experience working with multidisciplinary teams and external stakeholders, including government agencies, civil society organizations, and private sector partners.
Proven ability to translate user needs, program objectives, and technical constraints into clear product requirements and delivery plans.
Familiarity with Agile or other iterative product development methodologies and tools (e.g. backlog management, sprint planning, user stories).
Experience working with data-driven products, dashboards, or analytics platforms; familiarity with geospatial or environmental data is an advantage.
Strong organizational and documentation skills, with the ability to manage complex product requirements across multiple projects.
Fluency in Bahasa Indonesia and English, with strong written and verbal communication skills.
Legally authorized to work in Indonesia.
Contract Arrangement
Full-time with fixed-term employment agreement up to 31 December 2026 with 3 (three) months of consultancy will be in place prior to the start of the fixed-term employment.
