Bali Net Zero Initiative Senior Lead, Cities Program
This is a hybrid position which requires 8 days per month in the office. You can be based in our office in WRI Indonesia, Bali. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.
Program Overview
The Coalition of Bali Net Zero Emission believes that fostering the agency and leadership of local government and broader segments of the society is key to ensuring that the climate neutrality agenda remains strong and becomes a way of life, serving as a pathway for development, regardless of national and local political transitions. Achieving this requires concerted efforts amongst various actors to create breakthroughs with long-lasting climate, social, and economic impacts. Our key targets in this project consist of local governments, especially those responsible for energy and transportation, electric vehicle (EV) and clean energy business owners, coastal communities, and sustainable tourism communities. While many of these groups already recognize the urgency of climate transition, they need to be equipped with more information, knowledge, and thought-leadership avenues to build ideas and take action.
World Resources Institute (WRI) Indonesia, in collaboration with our partners in Bali, has co-designed a multi-year program for Bali Net Zero Emission. It aims to demonstrate how a rapid, province-scale effort with a focus on energy decarbonization and climate solutions can benefit local people, the economy, and the environment. At the same time, it seeks to establish a strong foundation for the province’s net zero emission by 2045 while contributing to national climate targets. This project’s theory of change is adapted from the program to ensure synergy and collaboration among partners in achieving our overarching goal.
Job Highlight
The Senior Lead for Bali Net Zero Initiative will drive collaborations with local institutions/organizations as implementing partners to strengthen local capacity for an accelerated transition. To maintain synergy among partners, a Coalition Secretariat will be established, led by the Senior Lead, who will have the following roles:
Coordinate the overall program implementation to ensure alignment with the initiative’s goal and objectives.
Ensure program accountability, from preparation to reporting to funders.
Expand local CSOs’ access to funding by managing a sub-granting mechanism for selected organizations.
Facilitate productive communication among partners, the steering committee and key stakeholders.
Lead resource mobilization efforts to address answers critical and urgent challenges on the ground.
The Senior Lead for Bali NZE initiative will manage a diverse team, including monitoring and evaluation personnel, grant and finance personnel, and engagement and communication personnel. Their primary responsibility is to strategically lead and manage the secretariat of the Bali NZE coalition, ensuring effective implementation of Bali’s net zero vision. The Senior Lead will facilitate and act as the main conduit between the Secretariat’s governing structures which may include a steering committee, management team and various implementing partners. The Senior Lead will be expected to problem-solve varieties of programmatic-related challenges especially those that relate to the (1) the coordination work of Bali NZE program with the government and coalition partner (2) coordinating and balancing various stakeholders’ interests/needs from the parties involved in external and internal secretariat; and (3) any constraint/barriers that may lead to hindering the overall program vision.
Reporting directly to Senior Manager for Resilience Cities & Transport of WRI Indonesia and the Bali NZE Steering Committee, this position is based in Bali with office-flex working arrangements and travel as needed. What You Will Do
Programmatic Management (70%)
Develop the secretariat’s overall strategy, including initiative management, work plans, thematic and multi-phase funding pipeline, governance structure and financing/granting support.
Coordinate the Bali NZE program implementation with Bali’s key stakeholders including the Governor's Office, Technical Agencies, Private Sectors and Local Authority.
Maintain excellent communication among the secretariat’s governing bodies. Manage the secretariat’s workspace in Bali.
Oversee the day-to-day implementation of the coalition’s initiatives and ensure achievement of targets as outlined in the programmatic work plan and theory of change.
Build and maintain formal and informal forums for coordination. Ensure that there are no duplication of efforts/programs between secretariat-funded initiatives and other implementers/agencies funded by other programs.
Proactively assist the capacity development of new implementing partners. Continually assess, identify and map potential implementing partners.
Organize bi-annual steering committee meetings and prepare regular reports for the steering committee. The work will include overseeing the production of regular updates and other communication from the Secretariat to the coalition members and other key stakeholders.
Prepare project’s annual and quarterly work plans and organize steering committee meeting to obtain their strategic inputs.
Ensure that the quality of the programmatic deliveries by implementers meets the expected standards and is sufficient to produce project outputs and targets.
Consult with the Secretariat’s Steering Committee for any issues that require their attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget);
Strategic Engagement (30%)
Foster strong relationships with key stakeholders, including state actors (Governor’s office, Provincial Agencies, Village-level authorities) and non-state actors (academics, private sector, communities, and funders).
Actively seek funding opportunities to expand the coalition’s network and ensure the sustainability of its programs in Bali.
Continuously identify opportunities to support high-impact events and forums in Bali and beyond to showcase collaboration potential and strengthen partnerships.
What You Will Need
Education: Master’s degree in engineering, economics, urban planning, environment, and international development (or two additional years of relevant work experience) is preferable.
Experiences: Minimum of 5 years of full-time work experience, especially in related to portfolio management, preferably in a large, international organization. Prior engagement in environmental or climate/oceans/cities/forests/energy focus areas is desirable.
Skills and Abilities:
Build and maintain partnerships with wide networks of stakeholders, Governments, civil society and private sector partners, experts and others in line with WRI strategy and policies. Sets overall direction for the formation and management of strategic relationships contributing to the overall positioning of WRI.
Able to capture and sustain attention, interest and agreement of high-level, influential policy and decision makers and secure their buy-in of high-level vision and objectives.
Strong technical understanding of natural resources management especially on climate, energy and sustainable transport.
Firm understanding of award management and compliance procedures.
Ability to identify project risks and possible mitigation strategies. Implements mitigation strategies on minor risks; seek support for major risks.
Ability to use tools as required to monitor and track project activities. Manages the coordination of efforts for project deliverables.
Provides appropriate guidance to team, partner organization, and consultants to ensure their compliance with funder policies and project commitments. Coordinates with PMEL when necessary.
Demonstrated expertise on social and environmental issues, especially pertaining to local wisdom.
Good knowledge and direct experience working with government institutions at national and sub-national levels, private sector, CSO, universities will be highly desirable.
Demonstrated ability to work effectively with a broad range of stakeholders.
Experience in conducting financial tracking and budget management.
Contract Arrangement
Full-time with fixed-term employment agreement up to 31 December 2026 with 3 (three) months of consultancy will be in place prior to the start of the fixed-term employment.
