Consultant as Communications Officer for Bali Transport Decarbonization, Cities Program

This is a hybrid position which requires 8 days per month in the office. You can be based in our office in WRI Indonesia, Bali. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.

Program Overview

Bali Transportation Decarbonization Program

The Bali Net Zero Emission 2045 initiative believes that fostering the agency and leadership of local government and broader segments of the society is key to ensure that the net zero emission agenda remain strong and becomes a way of life and pathway for development, regardless of national and local political transitions. It will require concerted efforts amongst various actors to create breakthroughs with long-lasting climate, social, and economic impacts. Our main targets in this project consist of local government, especially in the field of energy and transportation, electric vehicle (EV) and clean energy business owners, coastal communities, and sustainable tourism communities. While most of them have already had a common understanding towards the urgency of climate transition, they need to be equipped with more information, knowledge, and thought-leadership avenues to build ideas and make actions.

In this phase, WRI Indonesia, together with Bali Transport Agency and key stakeholders in Bali is developing an enabling ecosystem to achieve Bali’s sustainable transport goals with a program called “Peta Jalan Dekarbonisasi Transportasi Bali” and “Bali Low Emission Zone Initiative (BLEZI)”. With a zone-based approach, BLEZI acts as demonstration and intensification areas to promote zero emission mobility by emphasizing two core approaches: Improving Sustainable Urban Mobility and Acceleration Zero Emission Vehicle Adoption. This initiative will be also equipped with a strong vision setting which will be provided on the Bali Transport Decarbonization Roadmap. Having this strategic multi-dimensional program in Bali, WRI Indonesia seeks to work with a project leader to conceptualize, manage, implement and monitor the Bali Transport Decarbonization Roadmap. To support the decarbonization of transportation in Bali, the Bali Climate Finance Platform was launched as a mechanism to facilitate climate financing through technical assistance, advisory support, matchmaking, guarantees, and project pipeline development within an electrification-based ecosystem.

Job Highlight

The Communication Officer for Bali Transport Decarbonization will support the delivery and visibility of the Bali Transport Decarbonization Program by developing and implementing clear, strategic, and impactful communication across key stakeholders. The role focuses on translating technical and policy-oriented work into accessible narratives for government partners, communities, media, donors, and the broader public. The Communication Officer will support stakeholder engagement, program outreach, and digital communication efforts to strengthen public understanding and support for low-carbon transport initiatives in Bali.

Working closely with the Senior Communication Specialist for Cities and Bali Transport Decarbonization Project Lead to ensure alignment of program messaging, outreach activities, and public-facing communications. The consultant will be responsible for establishing and maintaining effective engagement with local media, both print and digital, as well as journalist communities in Bali, to support consistent and accurate coverage of transport decarbonization initiatives. The role also involves working closely with the Community Development Specialist to co-develop strong and coherent narratives that advance public understanding and support for Bali’s transport decarbonization agenda.

The position will be based in Bali with an office-flex working arrangement and will support communication activities across Bali as required. What You Will Do

Graphic Design and Content Development (60%)

  • Develop and produce visual and creative communication materials to support the cities program, including infographics, presentation decks, visual assets for campaigns, and digital content.

  • Translate technical and policy-related inputs into clear, engaging, and visually compelling communication products, in close collaboration with research and program teams.

  • Support the development of visual content for public campaigns, participatory workshops, stakeholder meetings, and public events, ensuring consistency with program objectives and key messages.

  • Contribute to the production of multimedia content, including photos, short videos, and basic audio-visual materials, to support outreach and public engagement.

  • Ensure all communication materials align with WRI branding guidelines and communication standards, while remaining accessible to diverse audiences.

Stakeholder Engagement and Media Outreach (25%)

  • Support strategic communication and outreach through media and communication channels across government institutions, development partners, civil society organizations, and private sector stakeholders.

  • Coordinate the use of institutional and partner media channels to amplify program messages and ensure consistent dissemination of transport decarbonization narratives.

  • Develop and curate communication materials tailored for participatory workshops, public events, and stakeholder forums, in collaboration with program and research teams.

  • Support communication preparation for multi-stakeholder engagements, including public dialogues, roundtables, exhibitions, and campaign activities related to transport decarbonization in Bali.

Communication Material & Monitoring for Mass and Digital Media (10%)

  • Support media engagement by drafting press releases, media briefs, and key messages in coordination with the communications team.

  • Manage and update digital communication channels, including websites and social media platforms, related to the Bali transport program.

  • Support basic monitoring of media coverage and digital engagement metrics.

  • Contribute to visual communication needs, including coordination for photos, short videos, and infographics.

Knowledge & Program Support (5%)

  • Document outreach activities and stakeholder interactions to inform communication learning and continuous improvement.

  • Contribute communication inputs to reports, policy briefs, and knowledge products.

  • Support coordination with WRI Indonesia’s communications team to ensure alignment with organizational priorities.

What You Will Need

  • Bachelor’s degree in Communications, Journalism, Public Relations, Media Studies, International Relations, Development Studies, or other relevant fields with a specialized experience in similar organization/s, may be considered in lieu of an internship/work experience.

  • Minimum 3 (three) years of professional experience in strategic communication, public affairs, media engagement, or program communication, preferably within development, climate, transport, or sustainability-related programs.

  • Experience in developing communication materials for participatory workshops, public events, campaigns, or multi-stakeholder forums.

  • Familiar with digital and multimedia communication formats, including social media, basic audio content (e.g. podcasts), and visual storytelling (photos and short videos).

  • Proven ability to package technical or research-based content into accessible narratives, working collaboratively with researchers, policy teams, or technical experts.

  • Demonstrated experience in working with media and communication channels across government institutions, development partners, civil society organizations, and private sector stakeholders.

  • Familiar and up-to-date with the narrative, news, and trends within Bali

  • Excellent oral and written communication skill in both Bahasa Indonesia and English.

  • Ability and willingness to work from Bali, Indonesia.

  • Ability and willingness to travel to other provinces/cities in Indonesia if assigned.

  • Legally able work in Indonesia.

Deliverables

Monthly consolidated report on delivery, achievement and lessons learned. Other deliverables include but not limited to:

  • Communication plan and messaging framework for the Bali Transport Decarbonization Program, aligned with program objectives and key stakeholders.

  • Regular communication products, including articles, social media content, presentations, and outreach materials, produced according to the agreed plan.

  • Media and digital content outputs, such as press releases, website updates, and social media campaigns supporting major program milestones.

  • Documentation of communication and outreach activities, including events, workshops, and stakeholder engagements.

  • Periodic communication performance summary, highlighting outputs delivered, audience reach, and key lessons learned.

Duration

The position is expected to commence at the earliest opportunity, for an initial contract period up to 31 December 2026.

Terms of Payment

Daily rate-based consultant with a maximum of 18 (eighteen) working days per month.
