Job Description

Role Overview
The Lead, Unified Scholarship Interface PMU will anchor the design, implementation, and government partnership efforts for a breakthrough digital scholarship platform in Rajasthan. This individual will drive the conceptualisation, stakeholder engagement, and program management functions required to unify existing scholarship schemes into one streamlined portal under the Department of Social Justice, Government of Rajasthan. The Lead will interface directly with senior government officials, technical vendors, and social protection experts to ensure a user-centric and scalable solution.
Key Responsibilities
  • Lead the end-to-end design and strategy for the Unified Scholarship Interface in close partnership with DoSJE and allied government bodies, ensuring timely access to data, resources, and authorisations.​
  • Coordinate, design, and deliver capacity-building workshops for government, technical, and field staff on new Standard Operating Procedures (SOPs) relevant to the integrated platform.​
  • Work in close collaboration with Indus Action’s internal teams including tech, Citizen experience learning lab, RTE pod, and others to ensure seamless information flow in the organisation.
  • Develop, implement, and standardise digital SOPs and user journeys based on research, stakeholder consultations, and field feedback.​
  • Oversee project documentation, technical specification development, and vendor management to ensure robust digital infrastructure, user experience, and data security compliance.​
  • Facilitate periodic review meetings with state partners, IT teams, and domain experts to assess progress, resolve bottlenecks, and make strategic course corrections.​
  • Lead the establishment and operational oversight of a unified grievance redressal mechanism, ensuring prompt and effective resolution for scholarship applicants and stakeholders.​
  • Foster collaborative relationships with key state functionaries and external partners to ensure seamless execution and problem-solving throughout the platform lifecycle.​
  • Document best practices and lessons learned, supporting the replication and scaling of the model for other states and national partners.​

Requirements

Skills & Qualifications
  • A master’s degree in public policy, information systems, management, social sciences, or a related field is preferred.
  • At least 8 years’ experience in program management, e-governance, digital platform development, or government relations, with a preference for experience in social welfare or scholarship programs.​
  • Proven success in leading large-scale tech-enabled projects with government entities, particularly in Rajasthan or similar state contexts.​
  • Exceptional stakeholder engagement, analytical, communication, and project management skills.​
  • Hands-on experience managing technology vendors, digital dashboards, and accountability frameworks.​
  • Fluency in English and Hindi is required; proficiency in Rajasthani or other regional dialects is highly desirable.​
  • Ability to work independently, prioritise multiple complex tasks, and deliver outcomes within tight deadlines.​
