Position Summary
We are seeking a full-time Technical Program Manager (TPM) to join our engineering team and support the development of Indus Action’s next-generation CivicTech and GovTech platform.
We are looking for a confident individual with strong communication skills, who can effectively coordinate with government officials, NIC teams, and other stakeholders. The role involves working closely with implementation partners to support the development and rollout of features on government websites, portals, and applications.
The incumbent should be passionate about using technology to simplify administrative processes, reduce operational burden, and improve user journeys—enabling faster and more efficient access to government welfare schemes for citizens.
You will play a key role in translating the product roadmap into execution, ensuring smooth coordination across stakeholders, and driving delivery in complex government environments.
This role offers exposure to multiple products and technologies within a small, agile engineering team, with opportunities to grow ownership over time.

Role and Responsibilities (KRAs)
Take full ownership of projects from start to finish—making sure things get delivered on time, within scope, and without unnecessary chaos.
Work closely with engineers, product, design, and government stakeholders to clearly understand what needs to be built, why it matters, and how we’ll get there.
Break down requirements into practical plans—define timelines, milestones, and keep everyone aligned on progress and priorities.
Stay on top of the tech without needing to code—be comfortable navigating across Python, React.js, PHP (Laravel), and .NET, and help teams make the right technical decisions.
Handle the reality of working with government/NIC systems, many of which run on older stacks—figure out how to integrate, unblock, and move things forward instead of getting stuck.
Run regular check-ins and updates—keep stakeholders informed, flag risks early, and ensure there are no surprises.
Identify where things can go wrong (dependencies, unclear requirements, external teams) and actively step in to manage those risks.
Ensure the quality of what goes out—work with teams to put the right testing, validation, and review processes in place.
Support releases end-to-end—from planning and UAT to deployment and handover—so that things don’t break once they go live.
Keep documentation clean and useful—not for the sake of process, but so that anyone can pick things up without confusion.
Work closely with external teams like NIC, vendors, and state IT departments—follow up, push when needed, and keep things moving.
Create a team environment where people take ownership, communicate openly, and continuously improve how they work.

Requirements

Knowledge and Technical Skills
Hands-on experience as a Technical Project Manager, ideally in environments where you’ve worked closely with Python and React.js-based applications.
Good understanding of how software gets built in real teams—comfortable with Agile/Scrum practices, sprint planning, and iterative delivery.
Able to write and maintain clear, practical documentation—things like project plans, requirement notes, and technical flow documents that teams actually use (not just files for compliance).
Prior experience in 0–1 product or platform setups, especially in fast-moving environments where requirements evolve and clarity needs to be created on the go.
Strong ability to lead and coordinate technical teams, keeping people aligned, accountable, and unblocked without micromanaging.
Solid problem-solving mindset—able to break down messy, unclear problems into structured execution plans.
Strong communication skills with the ability to work across engineers, product teams, vendors, and government stakeholders, and keep everyone on the same page.
Exposure to multi-stack environments, including:
Python/backend systems
React.js / frontend applications
PHP (Laravel) and .NET applications (especially in legacy or government/NIC systems)
Experience working with or around AWS and basic DevOps concepts, including deployments, environments, and release coordination.
Comfortable navigating hybrid ecosystems where modern applications need to integrate with legacy government/NIC systems, APIs, and external dependencies.

Compensation
The Technology Manager will be compensated based on Indus Action‘s compensation benchmarking rubric. The range of compensation will be, depending on qualifications, experience, and role fitment.
