1. Background
Inkomoko Ltd is a social impact organization empowering entrepreneurs in refugee settlements and host communities across East and Central Africa, supporting thousands of entrepreneurs annually, creating sustainable livelihoods and transforming communities.
Inkomoko Ltd invites proposals from qualified and licensed private security companies to provide professional security guarding services across its field offices in Kakuma, Garissa and Lodwar and front office security services at its Nairobi office.
The purpose of this engagement is to ensure the safety and protection of Inkomoko’s staff, assets, clients, and visitors in both field and urban environments, including high-risk and refugee camp areas.
2. Objectives of the Assignment
The main objective of this assignment is to maintain a safe and secure working environment by deploying qualified and trained security personnel capable of:
- Protecting Inkomoko premises, personnel, and property.
- Managing front office access, visitor control and CCTV monitoring.
- Supporting emergency response and incident reporting procedures.
- Maintaining professional conduct in line with Inkomoko’s operational standards and security protocols.
3. Scope of Work
The contracted company will be expected to perform the following functions:
a. Guarding Services
- Deploy trained and uniformed guards to provide day and night security at designated premises.
- Conduct regular patrols and deter unauthorized access or security breaches
- Ensure all guards are properly equipped, disciplined, and supervised.
b. Front Office Security
- Manage the reception area and all entry/exit points to ensure controlled and secure access.
- Verify and register all visitors, issue and retrieve visitor passes, and maintain accurate visitor logs.
- Uphold a professional and courteous front-office demeanor, reflecting the organization’s values.
- Monitor CCTV feeds in real time and promptly report any suspicious, abnormal, or unauthorized activity.
- Receive, inspect, and record all items being delivered to or leaving the office premises.
c. Incident Reporting
- Report all incidents, emergencies, or security breaches to the designated Inkomoko Security Focal Point immediately.
- Maintain official Occurrence Books (OBs) and submit bi- weekly and monthly or ad-hoc reports as required.
d. Emergency Response Support
- Participate in scheduled security and safety drills (fire, evacuation, flood).
- Assist staff and visitors during emergency situations and coordinate with emergency responders as per established procedures.
4. Coverage Areas
The company will be required to provide services at the following Inkomoko locations:
- Urban office: Nairobi
- Field sites: Garissa, Kakuma, Lodwar
- Additional locations as may be determined by Inkomoko from time to time
5. Experience and Qualifications
- To be considered, the security company must:
- Be duly licensed by the Private Security Regulatory Authority (PSRA) of Kenya.
- Have a minimum of five (5) years of verifiable experience providing similar services in North Eastern Kenya (Garissa and Dadaab), Turkana (Lodwar and Kakuma), and refugee camp environments.
- Demonstrate operational capacity and logistical support in high-risk areas.
- Provide evidence of trained, vetted, and insured guards, both male and female, as appropriate.
- Have demonstrable experience in CCTV monitoring, access control, and visitor management.
6. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Technical Capacity and Relevant Experience - Demonstrated experience in providing similar services in urban and high-risk environments (attach references or contracts).
- Licensing and Insurance Compliance -Valid PSRA license, company registration, staff insurance cover, and tax compliance certificate.
- Quality Assurance and Supervision Mechanisms- Description of supervision plans and reporting structures.
- Personnel Welfare and Training- Evidence of staff training, welfare policies, and compliance with labour laws.
- Cost and Value for Money- Competitive and transparent financial proposal with clear cost breakdowns.
7. Proposal Submission Requirements
Interested and qualified firms must submit:
- A technical proposal detailing company background, experience, staffing plan, and approach to service delivery.
- A financial proposal providing a detailed cost breakdown per site (urban and field locations).
- Copies of the following documents:
- PSRA License
- Valid Business Registration Certificate
- PIN and Tax Compliance Certificate
- Company Profile and References
- Insurance Cover for Security Guards
- Staff Training and Welfare Policy
8. Duration of Contract
The contract will be awarded for an initial period of twelve (12) months, renewable based on performance and mutual agreement.
