Who we are
Instiglio’s mission is to unlock the full impact potential of governments to deliver meaningful outcomes for their citizens. We support our partners to integrate results-based approaches into delivery systems and practices, with the goal of enhancing the effectiveness of public and development finance. Over the last 10 years, we have influenced practices, capabilities, and policy frameworks of governments and aid institutions; delivering over 100 projects in 30 low- and middle-income countries aimed at improving the outcomes of development programs. This work has covered sectors including education, livelihoods, workforce development, health, gender, and climate, shaping the deployment of hundreds of millions of dollars.
Some of our important milestones include advising the design and implementation of the world’s first Outcomes Fund (poverty graduation, Kenya and Uganda); the launch of performance-based contracts with governments in Africa (employability, Morocco); structuring a $60 million results-based transfer system for local school districts (education, Peru), and facilitating MCC’s effective use of RBF through a four-year strategic partnership. Our team
A core contributing factor to the influence Instiglio has had thus far includes our collaborative, highly skilled and diverse team. We are a team of 60+ people, representing 15+ nationalities, with offices in Colombia, Kenya, Morocco and the USA. Our team of practitioners has extensive development and government experience, including previous roles in international development banks, national governments, multilateral agencies, INGOs and academia.
Operations at Instiglio are executed by a small and effective team in a dynamic and innovative environment. Working in a stable start-up that is in the second phase of growth with a strong financial pipeline, Instiglio Operations constantly shifts between developing systems and processes. This is largely to accommodate organizational growth and executing on the nuts and bolts to keep the organization running smoothly.
As Instilgio is rapidly expanding both in Latam and in Africa (mainly Morocco and Kenya) the People team continues to transform and specialize, currently growing two sub-teams: one for Talent Acquisition and one for Talent Management. Our model will also allow for individuals to grow in both areas to accommodate our people's interests and growth.
How you will make an impact
As part of the Global People Team, this role will play an instrumental role in ensuring operational efficiency and effectiveness by supporting the design and execution of initiatives, programs, and processes related to Instiglio’s Employee Lifecycle and internal operations. The role will also support the design and execution of initiatives, programs, and processes related to Instiglio’s Recruitment operations. This position offers a career path, filled with growth and development opportunities, within the organization.
Key responsibilities will include, but are not limited to:
- People Development & Engagement
- Manage the full life cycle of Performance Management including redesign of certain components, as well as their development, implementation, and evaluation.
- Develop and execute wellbeing programs to foster employee engagement and build the organizational culture.
- Develop learning interventions and facilitate career development through external and in-house learning programmes tailored to enhance career development.
- Support the monitoring of organizational climate and employee engagement and satisfaction.
- Analyze the results of internal measurement tools to inform the development of people management strategies, programs, initiatives, and activities.
- Organizational development
- Build, improve and ensure the maintenance of organizational and operational systems to maximize cross-office interaction and collaboration.
- Ad hoc projects and analyses across functions and subsequent communication of recommendations.
- Talent Acquisition & Onboarding (in LAC region)
- Work with the Global Acquisition team to manage the candidate life cycle, from the initial application through the final job offer, ensuring a good candidate experience throughout the process.
- Maintain a pipeline of talent to minimize team vulnerabilities; employ a variety of recruiting approaches, both traditional and non-traditional, to source and attract new talent.
- Establish and maintain relationships with universities and other sources of potential applicants to create a steady stream of talent.
- Support the implementation of onboarding plans to introduce new team members to our work and culture.
Who you are
We are growing a team of resourceful go-getters that are driven by our mission, curious about the world, and dedicated to a life of learning. An ideal candidate will have:
- Education: Bachelor’s degree in Human Resources, Business Administration, Industrial Engineering, Psychology, or related fields. Master’s or other postgraduate degree in human resources administration, change management or related fields would be an added advantage.
- Experience: At least six (6) years of relevant work experience as an HR generalist and/or specific experience in talent acquisition, training, development and performance management processes.
- Knowledge and specific experience:
- Human resources in the fields of talent acquisition, wellbeing, and/or learning and development.
- Experience working in multicultural teams.
- Experience in consulting or international development organizations is desirable.
- Knowledge in software: Advanced skills in all Microsoft Office applications (PowerPoint, Excel and Word), Applicant Tracking System and a HRIS. Experience using Google Workspace (Google Drive, Docs, Sheets, Forms, etc.), Greenhouse ATS and Bamboo HR would be a plus.
- Languages: Professional working proficiency in Spanish and English (C1).
- Skills:
- Team management skills and ability to collaborate effectively with other stakeholders in the organization.
- Strong execution and process management with impeccable attention to detail and accurate data entry skills.
- Strong structured thinking and analytical skills.
- Ability to work comfortably and communicate effectively in a multinational, culturally diverse, and virtual environment.
- Ability to handle sensitive communication and negotiation with candidates and internal stakeholders.
- Ability to manage competing, high-priority demands in a fast-paced environment.

Working model and benefits
The incumbent will be based in our Bogota office and the opportunity is only open to individuals with a right to work in Colombia. Instiglio has adopted a hybrid working model i.e., a minimum of two (2) days a week at the office for face-to-face connections.
