About Instiglio

Instiglio is an international non-profit organization with offices in Kenya, Morocco, and Colombia that empowers governments and organizations to catalyze the impact of social programs in low-and middle-income countries by leveraging Results-Based Financing (RBF) and other innovative results-based approaches. Since 2012, Instiglio has worked with over a hundred organizations in 40+ countries to design and implement 70+ RBF mechanisms aimed at improving outcomes in diverse sectors, including Water, Sanitation and Hygiene (WASH).

In the WASH sector, Instiglio has authored a practical guide to results-based financing in the sector (available in Spanish), designed performance-based contracts for water utilities and regulators in Sierra Leone, and designed innovative financing mechanisms for sanitation in Uganda’s semi-urban communities. About the project

With support from the Conrad N. Hilton Foundation, Instiglio’s Kenya office will design context-driven financing solutions for the Government of Uganda (GoU) and its partners to adopt in pursuit of more effective, sustainably financed, safe water services in rural areas. The primary activities of this project will be:

  1. Analyzing existing and potential stakeholders, regulations, and financial flows in the water sector in Uganda to understand the existing financial flows, stakeholders, and accountability mechanisms in the rural water space in Uganda, including governments (national and subnational), donors, service providers (public and private), customers, and financiers, as well as the potential value-add of new stakeholders, financial flows, and/or accountability mechanisms. This work will include documenting how funds should flow according to Ugandan law and regulatory frameworks, as well as how funds are flowing, emphasizing the flows between national and subnational levels of government and detailing the true state of fiscal decentralization for the rural water sector. Our approach will be based on a deep understanding of the Ugandan political economy and will require document review, on-the-ground stakeholder engagement, data collection, and analysis.
  2. Developing and socializing a roadmap for achieving sustainable financial solutions. Instiglio will develop an analysis of potential innovative finance ‘plays’ in Uganda, a draft pitch for relevant actors, especially the GoU, and a proposal of who within and outside the government should be engaged. This will include analyzing whether and how governments can be brought in as long-term outcome payers for rural water services using results-based contracting, as well as exploring the role of blended finance in enhancing the viability and impact of government-led results-based funding for improved rural water service delivery. This activity would follow with a carefully sequenced series of engagements with the GoU and other stakeholders to sensitize the potential financing plays, build a compelling case to engage in transforming how water services in rural areas are funded and solicit GoU buy-in to implement one or more of the recommended financing solutions. As part of this engagement, Instiglio will conduct workshops to showcase the finalized roadmap at the ministry- and local government levels.

Political economy analysis and general context insights

  • Provide high-level overviews and key insights of key government entities with a focus on critical political economy analysis that is not available through document reviews.:
  • Understanding how government actors work, who makes the decisions, how do power dynamics work, how to speak the language of government actors, and what is needed to move actors to action and implement recommendations.
  • Validate, provide feedback, and fill in gaps on Instiglio’s summaries of the country WASH context, opportunity mapping, and stakeholder mapping.
  • A series of approximately 2-3 brief workshops with Instiglio to discuss the political economy and other contextual analysis.
  • Brief written comments on Instiglio’s outputs on context, financing plays, etc.
  • Other written, brief summaries of context and political economy upon agreement between the consultant and the Instiglio team.

Stakeholder engagement

  • Create a stakeholder engagement plan, highlighting strategic targets and considering timing/ sequencing of engagements, among other factors.
  • Actively engage identified strategic stakeholders and key informants within the safe water provision space through introductory conversations.
  • Provide advice and guide the Instiglio team on how to navigate stakeholder relations, especially with the central and local governments.
  • Facilitate outreach and relationship building (including meetings and calls) with government and non-government key informants, including actors identified by the Instiglio team.
  • Facilitate the delivery of Instiglio's in-country engagements with stakeholders. Meet hard-to-reach stakeholders on Instiglio's behalf.
  • Conduct in-depth interviews with key individuals and organizations to extract valuable insights and information.
  • Engage and coordinate with relevant government officials as needed, accompanying Instiglio team members to key government officials and other government actor meetings.
  • A comprehensive list of target and engaged stakeholders and informants, including their contact information and initial level of engagement (e.g., contacted, responded, scheduled meetings).
  • Documented record of outreach efforts, including meeting requests, responses, and scheduled meetings with government and non-government key informants.
  • Summary notes of conducted meetings, including key insights, agreed next steps and responsible parties, and timelines.

Regular check-ins with Instiglio (approx. bi-weekly)

  • Update Instiglio on stakeholder engagement.
  • Receive updates from Instiglio on project progress.
  • Recommend to Instiglio how to proceed based on experience, expertise, and stakeholder feedback.
  • Promote and ensure ongoing alignment.
  • Average of bi-weekly, 1 hour meeting during contracted engagement, with the exact schedule to be agreed by both parties.

Terms of engagement

  • Timeline. The consultant is expected to be available as of approximately January 15, 2024, with the overall engagement projected to last for 8 months. Most consulting days necessary are expected to be concentrated in 2-3 months spread out throughout the timeline. Outside of those months, only light touch work will be required. Based on the current project plan, the months of concentrated effort are projected to be February, May, and July.
  • Consulting days expected. The consultant is expected to be available for approximately 30 consulting days over the course of the engagement, with most days expected in the months outlined above. Additional days may be agreed upon, if necessary, based on the scale and intensity of the government engagement needs.
  • Remuneration: The consultant’s remuneration will be commensurate with qualifications, experience, and skills as well as the responsibilities and complexities of the assignment outlined above. Payment will be based on completion of the hours and/or deliverables (to be agreed as part of contract signing), subject to the approval of the Project Manager.

Who you are

As a consultant for this role and Instiglio’s official representative, you are expected to possess a unique set of qualifications and experience that make you an ideal candidate. The successful candidate will have:

  • Strong relationships with (senior) government officers at both the central and local government levels within Uganda, with a focus on the government entities involved in the rural WASH sector.
  • Familiarity with Uganda’s WASH context: Have a deep understanding of the WASH context in Uganda, including the challenges, policies, and dynamics related to the sector in Uganda. A strong network of key actors in the sector is also necessary.
  • Knowledge and demonstrated experience working with the Government of Uganda (GoU): Have a solid understanding of the GoU structure, its key departments, and agencies, understand who decision-makers are, and how to move those actors to action, particularly in matters related to refugee response and management.
  • Presence in Uganda for the contract period: The consultant must be physically present in Uganda for the duration of the consultancy contract. Physical presence will enable the consultant to engage directly with stakeholders as Instiglio’s representative, conduct interviews, and conduct site visits as required.
  • Exceptional written and oral communication skills in English.
  • Ability to work well with people from different backgrounds and build trust, while also self-managing and working independently when required.
  • Exceptional strategic thinking, problem-solving, and structured thinking skills.
  • Ability to be flexible and adjust to unforeseen challenges and changes.
  • At least 10 years' experience providing technical advisory for development projects in Sub-Saharan Africa with significant experience in Uganda.
