The Role

At Last Mile Health, we make bold commitments that inspire innovation. Are you a passionate advocate with a record of driving global, national, and institutional policy change? If so, you may be our next Advocacy Consultant for the Africa Frontline First Initiative.

The Africa Frontline First Initiative seeks to mobilize resources to strengthen community health programs and scale 200,000 professional community health workers. Under the Championship of Her Excellency Ellen Johnson Sirleaf, Africa Frontline First works in partnership to close the community health funding gap in Africa and reach 100 million people with essential care by 2030. This consultancy seeks to drive Political Prioritisation, championship, and African ownership of AFF.

The purpose of this consultancy is to strengthen Last Mile Health and Africa Frontline First's (AFF’s) capacity to support the development, implementation, and reporting of policy and advocacy activities under the Joint Action Plan with Africa CDC, with some time to support other Africa Frontline First' political championship work, coalition meetings, partnership, country engagement work and contribute to organizing key advocacy convenings.

This Consultancy is open to candidates located in the East Africa Timezone (EAT). This consultancy is fully remote.

Consultancy Details

  • Project Duration: August 1st, 2024 - June 30th, 2025
  • Commitment: Maximum 30 hours/ week
  • Total Estimated Fees Amount: $57600- $63600
  • Location: Remote with preference for East Africa Timezone


Scope of Work

Please review the following scope of work along with the deadlines. Note that these are subject to change:

Country Engagements (Deadline: December 30th, 2024)

  • Develop and operationalize Joint Country Support Plan (JCSP) in Liberia, Uganda, and Malawi
  • Review JCSP guidelines and agree on timelines at the Africa CDC Partnership meeting
  • Draft concept notes for each country (Malawi, Liberia and Uganda)
  • Conduct landscape analysis and resource mapping in Liberia, Uganda, and Malawi
  • Facilitate in-country planning meetings and mobilize stakeholders
  • Execute JCSP and launch + disseminate JCSP + CH Champions

Advocacy Events (Deadline: November 30th, 2024)

  • Organize cross-learning session during CPHIA (26th-29th November)
  • Draft concept notes and event materials
  • Convene joint partner planning meetings with UNICEF, IFRC
  • Lead event material development and hold experience-sharing sessions
  • Draft activity report and Press Release
  • Disseminate the report and Press Release

Advocacy Tools and Content Development (Deadline: June 30th, 2025)

  • Develop and disseminate Community Health Scorecard among stakeholders
  • Draft concept note and Scope of Work (SOW) for Consultant
  • Support in selection and onboarding of consultant
  • Pilot CH survey tool in Ghana, Liberia, and Uganda
  • Hold validation workshop with partners and finalize Scorecard
  • Develop Advocacy & Communications materials (Talking points, factsheets, slide decks)

Review Policies, Guidelines (Deadline: June 30th, 2025)

  • Review 3-4 Guidelines, Policies, Strategies, and SOPs to professionalize CHWs monthly

Organize Periodic Team Meetings (Deadline: June 30th, 2025)

  • Schedule weekly virtual meetings for advocacy stakeholders
  • Draft meeting slides and document action plans

Report Compilation (Deadline: June 30th, 2025)

  • Draft quarterly progress reports to track the implementation of advocacy activities


Required Qualifications

  • Bachelor's or Master's degree in a related field (such as public health, economics, international relations, gender studies, political science, human rights, etc.)
  • Significant years of experience in global public health, policy and advocacy, management consulting, or public policy
  • In-depth understanding of community/primary healthcare policy and international health and development issues
  • Experience in public health, particularly in strengthening community health systems in Sub-Saharan Africa
  • Proven track record in project and operational management in complex environments and partnerships
  • Experience collaborating with Community Health Implementing Partners and national governments
  • Proficiency in virtual work, with strong IT skills for organizing and attending virtual meetings


Preferred Qualifications

  • Excellent communication, facilitation, and interpersonal skills to engage diverse stakeholders
  • Expertise in navigating complex government processes and achieving consensus with multiple influencers
  • Experience working with stakeholders at various levels, including global partners, technical managers, and national governments
  • Knowledge of technical aspects of community health systems, such as training, supervision, supply chain, and governance
  • Deep commitment to health, social justice, and gender equity
