Last Mile Health (LMH) is seeking a Consultant, Artificial Intelligence Policy and Practice, to lead the development of the organization’s first AI policy. This role will provide expert guidance at the intersection of AI policy, digital health, and technology governance, ensuring that LMH leverages AI responsibly, ethically, and effectively across its programs. The consultant will collaborate with cross-functional teams to shape a policy framework that integrates responsible AI practices into program design, strengthens organizational governance, and positions LMH as a leader in the responsible use of emerging technologies in global health.

The ideal consultant brings deep expertise in AI policy, data privacy, and regulatory frameworks relevant to low- and middle-income countries, alongside a strong track record of advising or developing policies in global health or development contexts. This consultancy represents an opportunity to set the foundation for how LMH harnesses AI to advance health equity, safeguard communities, and support health systems in the world’s most remote settings.

This Consultancy is open to candidates globally, with preference given to those who can comfortably work within the GMT+0 time zone.

  • Total Consultancy Fees: 5000 to 7000 USD

Background and Context

Last Mile Health is committed to the responsible use of Artificial Intelligence to enhance its mission of supporting community health workers in delivering primary healthcare to remote communities.

The purpose of this consultancy is to develop a draft of LMH’s first organizational AI policy to guide program design. This policy will inform how LMH adopts, tests, and deploys AI tools across its programs, partnerships, and operations, in alignment with ethical principles, privacy and data protection standards, and its core values.

The policy will address the opportunities AI presents and aim to mitigate associated risks. In particular, the consultant will address four priority focus areas in the policy:

  1. Data Management – Compliance: Review and alignment with applicable AI regulations and compliance standards in LMH’s countries of operation.
  2. Data Management – Privacy: Guidance on avoiding inadvertent use or exposure of sensitive information in GenAI tools.
  3. Ethics: Ethical implications of GenAI use, including bias, originality, attribution, and consent for sensitive contexts and private data.
  4. Organizational Use Cases: Relevant, mission-aligned examples of how and where GenAI could be used effectively across LMH programs.

Scope of Work

Deliverable / Service Description

Tentative Deadline

Conduct a literature review of current policies, guidance documents, and practices on AI use by countries and implementing agencies, including: (a) global and regional government policies, (b) guidance from multilateral institutions (e.g., WHO, OECD, AU), and (c) use in global health, including other NGOs inLMIC and African contexts. Highlight sources addressing compliance, privacy, ethics, human-AI collaboration, data management, tradeoffs across current/future LLMs, cost-effectiveness, and sustainability.

Oct. 24 2025

Expert Review & Relevance Check: Submit a draft annotated bibliography or summary of findings to LMH for review. Participate in a short review call with LMH’s internal technical leads from various identified departments to validate the relevance and completeness of the literature reviewed.

Nov. 7 2025

Provide a detailed document with a 2-page synthesis brief of the review, including key takeaways and implications of the use of AI for LMH’s programmatic work.

Nov. 14 2025

Presentation of results to LMH Internal Team: Present findings and the draft policy to LMH’s leadership and technical teams. Gather feedback for incorporation into the final policy.

Nov. 28 2025

Draft AI Policy Document: Prepare a comprehensive draft AI policy that includes sections on data compliance, privacy safeguards, ethical usage, data security, and sustainability. Incorporate sample use cases and a proposed implementation roadmap.

What You'll Bring

  • Progressive years of experience in AI policy, digital health, or technology governance, with a strong track record developing or advising on AI-related policies in global health or development contexts.
  • Demonstrated experience and knowledge in responsible AI practices, data privacy, and relevant global and regional regulations, particularly in low- and middle-income countries.
  • Strong analytical, writing, and stakeholder engagement skills are essential, along with the ability to synthesize complex information into actionable policy guidance.
  • Familiarity with ethical considerations and alignment with Last Mile Health’s mission and values

You’ll Impress Us If:

  • You have experience conducting Equity Impact Assessments to identify areas where AI systems might inadvertently perpetuate bias or discrimination
  • You have developed experience with AI solutions that are designed with diversity and inclusion in mind, considering factors such as data representation, algorithmic fairness, and accessibility.
