Job Title: Officer/Senior Officer-Technical Support Unit (Board of School Education,Uttarakhand)

Location: Ramagar, Nainital, Uttarakhand
Travel: As per the project need

Position Overview:

The Officer -Technical Support Unit (Board of School Education, Uttarakhand),will be responsible for supporting the Board of School Education, Uttarakhand in operationalizing its journey to become a Dual Body (Awarding Body) recognized by NCVET and strengthening skill/vocational education in the state. This position will play a key role in implementing and monitoring initiatives under the MoU between Lend A Hand India (LAHI) and Board of School Education, Uttarakhand, including pre-approval and post-approval activities related to Dual Body Recognition, vocational education strengthening, and integration of NSQF-aligned qualifications across schools. The Officer will work closely with officials from Board of School Education Uttarakhand,NCVET and other stakeholders to ensure timely coordination, documentation, reporting, and implementation of project activities.

Key Responsibilities:

1.Technical & Operational Support :

  • Assist in setting up and maintaining the Technical Support Unit (TSU) within Board of School Education, Uttarakhand.
  • Support documentation, compilation, and submission of materials required for Dual Body Recognition by NCVET.
  • Coordinate with Board and Lend A Hand India teams to facilitate smooth execution of pre-approval and post-approval activities.
  • Support the adoption and integration of NCVET-aligned Job Roles, Qualification Packs (QPs), and assessment standards.
  • Track timelines, deliverables, and progress for various components of the Dual Body project.

2. Liaison & Coordination :

  • Act as a communication bridge between Board of School Education, Uttarakhand; NCVET, and Lend A Hand India for all project-related activities.
  • Facilitate meetings, workshops, trainings and official communications with relevant stakeholders.
  • Prepare presentations, briefs, and reports for review meetings with senior government officials and LAHI leadership.
  • Coordinate with national-level agencies such as NSDC, PSSCIVE, and Sector Skill Councils for technical inputs.

3. Monitoring, Evaluation & Reporting :

  • Develop and maintain progress dashboards and documentation for all Dual Body activities.
  • Monitor implementation progress, identify challenges, and propose solutions for smooth execution.
  • Prepare periodic progress reports, presentations, and compliance documentation for submission to Board and NCVET.
  • Support evaluation mechanisms to assess the effectiveness of implemented interventions.

4. Capacity Building & Orientation :

  • Assist in planning and conducting orientation and training sessions for Board officials, school administrators, trainers and teachers on Dual Body Recognition processes.
  • Facilitate capacity-building programs in collaboration with Lend A Hand India experts.
  • Support creation of SOPs, manuals, guidelines, and training resources aligned with the Dual Body framework.

5. Vocational Education Support :

  • Assist in the integration of vocational education within the State Curriculum Framework (SCF) in alignment with NSQF.
  • Provide coordination support for curriculum development, content review, and practical assessment mechanisms.
  • Liaise with schools and vocational trainers for effective implementation and reporting.

Requirements

Minimum Experience & Qualification :

  • Bachelor’s or Master’s Degree in Education, Social Work, Management, Public Policy, or a related discipline.
  • 2–5 years of relevant experience in government partnerships, project coordination, or vocational/skill education programs (Prior experience of working with NCVET or State Boards is preferred)
  • Experience working with education boards, government departments, or donor-funded programs. Preferred
  • Experience supporting implementation of vocational education or skill-based programs under Samagra Shiksha or NCVET frameworks.
  • Familiarity with education policies, NSQF, and assessment processes.
  • Working knowledge of data management systems (MIS) and reporting tools.
  • Proficiency in Hindi and English.
