We’re looking for a State Program Coordinator - HIV with strong program management, stakeholder engagement and health systems experience to lead day to day operational delivery of our Private Sector HIV Prevention and Treatment Service Delivery programs in their assigned state, ensuring execution in line with approved protocols, national guidelines, donor requirement and state health priorities.

Founded in 2017, Maisha Meds has created the largest digital network of private pharmacies and clinics across Kenya, Tanzania, Uganda, Nigeria, and Zambia through our mobile software. Our platform not only helps these providers improve business by making sales, managing inventory, and tracking patients. It also reimburses them for providing high-quality care for malaria, family planning, and HIV prevention at discounted costs.
Maisha Meds logs millions of patient visits every year and has provided hundreds of thousands of reimbursements to date. We harness data from our network of pharmacies and clinics to reveal health and market trends, which allows us to design better solutions that work for the people we serve. We have worked with leading academic institutions such as UC Berkeley, Emory University, and KEMRI to evaluate the effectiveness of our programs. Research shows that our system is able to significantly increase the uptake of long-acting contraceptives and appropriate malaria case management.
Our work is funded by a range of partners including scale-up funding from USAID Development Innovation Ventures and the Bill & Melinda Gates Foundation. This will help Maisha Meds greatly expand it's mobile software to 7,500 total pharmacies and clinics by late 2026, delivering subsidized care to nearly a million new patients in the process.
About the role
This role is responsible for translating agreed policy and technical designs into effective field execution, maintaining alignment with state and national HIV priorities, national guidelines (NASCP, NACA, PCN), and donor reporting requirements. The State Program Coordinator will serve as the primary interface between Maisha Meds and state-level stakeholders including the Honorable Commissioner, Permanent Secretary, State AIDS and STIs Control Program (SASCP), implementing partners (IPs), ART coordinators, Community Pharmacies, Civil Society Organizations, Association of Community Pharmacists of Nigeria (ACPN) and the PCN.
This role is based in Cross River state with occasional travel to Abuja and Lagos. You will report to the Senior Program Manager and will supervise Program Assistants and contractors.
This is a fixed-term contract that will run for 1 year.
The start date is 17 August, 2026, and compensation is commensurate with experience.
Responsibilities
1. Program Leadership & Operational Coordination
- Serve as the primary state-level operational lead for both the HIV ARV Refill Project and the PrEP/PEP Initiation Project.
- Maintain an up-to-date state implementation work plan, tracking all milestones, deliverables, and decision points across both programs.
- Coordinate the day-to-day activities of program Assistants, field support staff, and any state-based consultants engaged on the programs.
- Ensure both programs operate in full compliance with NASCP guidelines, PCN practice standards, and donor requirements.
2. Stakeholder Engagement & Government Relations
- Serve as the primary point of contact between Maisha Meds and state-level government stakeholders.
- Maintain and strengthen relationships with HIV implementing partners (IPs) supporting public facilities in the state, ensuring the Maisha Meds collaboration framework and Terms of Reference are adhered to and mutually beneficial.
- Participate in and represent Maisha Meds at state HIV technical working groups, DSD coordination meetings, and any state-level HIV program review fora.
- Manage the relationship with civil society organizations (KP Secretariat, NYNETA, NEPHWAN, CISHAN) on the PrEP/PEP program.
3. Facility Assessment, Onboarding & Network Management
- Lead the identification, assessment, and selection of hub public facilities and spoke community pharmacies for the programs.
- Manage the end-to-end onboarding of new hub facilities and pharmacies.
- Monitor pharmacy network performance continuously
- Coordinate the hub-spoke assignment process, ensuring each pharmacy is formally linked to a designated hub facility
4. Clinical Quality Assurance & Protocol Adherence
- Ensure all pharmacy staff delivering HIV services under both programs are trained, certified, and current on the approved clinical protocols
- Conduct regular supportive supervision visits to hub facilities and pharmacies
- Oversee defaulter management and lost-to-follow-up escalation
5. Data, M&E & Reporting
- Ensure real-time, accurate data capture by pharmacy staff on the Maisha Meds platform at every client interaction.
- Closely monitor the data transmission pathway between the pharmacy, public facilities and national and state databases for quality and timeliness.
- Prepare and submit state-level program reports to the Senior Program Manager for inclusion in donor reports.
6. Demand Generation & Community Engagement
- Lead implementation of the state-level demand generation strategy for the PrEP program.
- Support the Senior Program Manager in operationalizing the TOR for KP community organization engagement.
Qualifications
- Academic qualifications: Bachelor's degree in Public Health, Pharmacy, Nursing, Health Sciences, or a related field. A Master's degree in Public Health or Health Systems is an advantage.
- Experience: Minimum 4 years of program experience in HIV/AIDS, public health, or health systems strengthening in Nigeria. Demonstrated experience working with donor-funded programs, implementing partners, or government HIV programs. Experience coordinating differentiated service delivery (DSD) models. Familiarity with PrEP/PEP service delivery and PHRA programming in a Nigerian state context. Experience managing stakeholder relationships across government, implementing partners, civil society, and private sector health providers simultaneously. Experience with health data systems, EMRs (LAMISPlus, NMRS), NDARS, or similar and proficiency in digital data capture tools.
