We are looking for a Finance manager who will be responsible for overseeing and managing the financial operations of the organization’s INGO. Responsibilities include day to day accounting, budgeting, auditing, and maintaining internal controls to ensure integrity of all financial transactions. The finance manager will play a key role in supporting decision-making by providing accurate and timely financial data and ensuring compliance with donor regulations, government policies, and INGO financial management standards.
WHAT YOU WILL DO
Accounts & Financial Management
- Handle, manage and oversee day-to-day accounting operations and financial functions to ensure a risk-free and compliant environment within the organization.
- Prepare and oversee monthly, quarterly, and annual financial statements, including the bank reconciliation and cash flow statement, for accuracy and completeness.
- Ensure the timely preparation and submission of internal and external reports on a periodic basis.
- Monitor and track budget variances on a monthly/quarterly basis and communicate spending updates to department heads.
- Evaluate and confirm accurate monthly cash forecasts and promptly submit fund requisitions to Noora Health, US
- Ensure adherence to internal policies and processes in all financial operations to maintain consistency and accountability.
Budgetary Control and Management
- Support department heads in preparing the annual budget and ensure adequate resources are secured to achieve planned activities and organizational goals. Prepare the operational budget for Noora Health Bangladesh.
- Liaise with program teams to contribute in the preparation of the project budgets.
- Monitor the financial performance of grants and ensure appropriate allocation and spending of funds in accordance with donor guidelines.
Statutory and Organizational Compliances
- Ensure timely compliance with statutory provisions applicable under GoB Income Tax and VAT regulations, including:
- Deduction and deposit of VAT/Tax at source for payments.
- Submission of VAT/tax returns and reports as per applicable rules and regulations.
- Oversee AIT deduction during salary preparation and ensure timely issuance of annual salary certificates during the tax return cycle, working closely with the People Operations team for accurate salary disbursement.
- Coordinate with relevant teams to facilitate tax return submissions, ensuring proper documentation and collection of acknowledgment slips in compliance with legal requirements.
- Maintain ongoing communication with the NGO Affairs Bureau, submitting reports such as FD-6, FD-2, FD-9, FD-1, and FD-4 as needed.
- Prepare FD-4 accounts to meet the requirements of the Act, submit audited FD-4 report to the NGO Affairs Bureau, and address any queries raised by them.
- Offer advice and support on statutory issues and consult with auditors and legal experts on matters with legal implications.
Internal Control & Capacity Building
- Supervise finance team members and consultants engaged in finance-related activities.
- Provide guidance to the Admin Manager and People & Culture Manager on the statutory aspects of contracts and agreements.
- Guide and encourage all employees to comply with internal policies such as procurement, travel, and any other guidelines provided by finance. Keep these policies up to date as needed.
- Conduct periodic training sessions for department heads and budget holders on key updates in the laws and regulations applicable to INGOs.
- Facilitate capacity-building initiatives for staff on organizational financial systems, processes, and statutory compliance on a regular basis.
- Facilitate the annual statutory audit in accordance with legal requirements and ensure the successful completion of donor-specific audits.
- Foster innovation in financial management to make finance functions more accessible, user-friendly, and supportive for non-finance colleagues.
WHAT WE ARE LOOKING FOR
- Master’s in Accounting/Finance; CA (completed/part-qualified), CMA, ACCA, or CPA preferred.
- 8–10 years in financial management and accounting, with 3–5 years in a managerial role. Experience in NGOs/INGOs or donor-funded projects is highly desirable.
- Strong knowledge of accounting principles and financial reporting
- Proficiency in maintaining financial transactions in the computerized accounting systems (Candidates having knowledge of Zoho Books or similar system will be given preference).
- Strong knowledge of GoB Tax and VAT compliance, NGO Affairs Bureau regulations, and donor guidelines.
- Proven experience in budgeting, financial forecasting, variance analysis, statutory audits, and team capacity building.
- Fluency is English (both written and spoken)
