The Venn department is the data and technology backbone of our organization,

connecting advanced analytics and custom software tools with field implementation to

ensure data-informed decision-making at every level.

Job Description

The Insights and Learning Manager is a pivotal role, responsible for transforming

complex data into actionable insights, overseeing experimental learning projects, and

ensuring RTV’s programs adapt effectively based on evidence. You will drive learning

cycles across program teams, leveraging routine data, evaluation findings, and pilot

learnings to refine our program methodology and scale evidence-based interventions.

You will directly supervise the Research and pilots team of the department and will work

closely with the other Venn department units, AL (Applied Learning) team, and program

implementation

Key Responsibilities

1. Program Insights & Learning Integration

● Lead the synthesis of program insights from various data sources, including

Baseline Household Survey, Annual Household Survey, Standards Evaluation, and

Check-ins.

● Translate complex analytical findings into clear, actionable insights for different

stakeholders.

● Facilitate reflection and learning sessions across teams to foster evidence-based

program adaptation.

2. Experimental Designs & Pilots

● Lead the design and oversight of critical learning experiments, pilots, and

restricted projects.

● Define learning agendas, contribute to the development of experiment

frameworks and ensure proper data capture for all pilots.

● Synthesise and ensure documentation of key learnings to inform strategic

decisions and promote scaling of successful interventions.

3. Cross-Team Collaboration

● Serve as the learning and feedback bridge between the Venn and Applied

Learning.

● Contribute to discussions regarding tool development and dashboard refinement

and program measurement improvements.

4. Team Leadership

● Manage, mentor, and support the professional growth of the Research and Data

Analysts.

● Provide effective coaching, performance management, and opportunities for

professional development.

● Promote a collaborative, high-performance, and outcome-oriented team culture.

5. Evidence for Reporting & Partnerships

● Contribute significantly to funder reporting by generating insightful analyses and

packaging compelling evidence.

● Ensure high-quality documentation of results from experiment tests, restricted

projects and learning pilots.

● Support engagement with external stakeholders through data-driven

presentations and reports.

Professional Requirements

● Bachelor’s degree in Statistics, Economics, Data Science, M&E, or related field

(Master’s preferred).

● Minimum 5 years’ experience in program monitoring, evaluation, and learning in

the development sector.

● Proven leadership in managing multi-disciplinary teams and fostering a learning

culture.

● Strong communication skills for technical and non-technical audiences, including

executive leadership and donors.

● Strategic thinking, adaptability, and high attention to detail

Technical Requirements

● Strong skills in statistical analysis and data visualization (Stata, R, Python, Power

BI, Tableau).

● Expertise in designing and managing MEL systems, outcome tracking, and

learning frameworks.

● Experience with impact measurement methods, including experimental and quasi

experimental designs.

● Ability to translate qualitative and quantitative data into actionable insights.
