About the LIFT Project in Rwanda:
The Learning and Inclusion for Transformation (LIFT) programme is a Ministry of Education initiative funded by the UK Government through FCDO. The programme aims to improve foundational learning outcomes in English and Mathematics in Rwanda's primary schools. Specifically, LIFT targets adolescents aged 12-17, supporting their reintegration into school or facilitating alternative educational pathways. This includes providing functional literacy and numeracy programs, life skills, and vocational pathways for youth aged 15-18. The first phase of the project covers 7 districts: Gasabo, Kirehe, Gisagara, Rusizi, Karongi, Ngororero, and Gakenke Districts.
Rising Academies has been selected as a specialist resource partner. Rising’s role in LIFT focuses on designing and delivering high-quality literacy and numeracy interventions, directly in Gasabo District and through a cascade model in six others. We are responsible for developing catch-up programs, training local educators, supporting data systems, and ensuring inclusive, sustainable implementation. Thus, we will be assessing the literacy and numeracy levels for out-of-school children and youth (OOSCY) aged 12-18, including those returning to school (Back to School, B2S) and those supported in Safe Learning Spaces (Alternative Learning Pathway).
About the role:
We are seeking passionate and result-driven individuals to join our team in Rwanda as Enumerators. You will play a critical role in assessing learners' skill levels over time through Baseline, Midline, and Endline assessments to track progress and impact.
This role is an exciting opportunity for someone with a background in education and data collection, eager to make a real difference in Rwanda's education sector. You will work directly with learners, teachers, and school leaders to ensure assessments are conducted accurately, ethically, and consistently.
The Enumerator will:
- Conduct literacy (FasterReading) and numeracy (FasterMath) assessments with learners in schools and communities.
- Ensure data accuracy by collecting, managing, and reporting accurate and reliable data timely according to project timelines, while adhering to data protocols.
- Follow Rising's Safeguarding and child protection protocols at all times and ensure ethical practices during all interactions with Learners, Teachers and School Leaders.
- Collaborate with key internal and external stakeholders to ensure smooth implementation and analysis of assessments.
- Share and integrate feedback from school visits, trainings/supervision into practice to improve performance, assessment process and overall project implementation rate.
Location and reporting:
- Location: Field-based in multiple districts across Rwanda, with travel to various project sites.
- Reporting: The Enumerator will report directly to the MEL (Monitoring, Evaluation & Learning) Team Lead or designated field supervisor.

Qualifications and Experience:
- Prior experience as an enumerator, particularly in education (e.g., EGRA, EGMA, or similar student assessments).
- Proficiency in using digital data collection tools (e.g., tablets, ODK, Kobo, SurveyCTO).
- Strong communication skills in both English and Kinyarwanda.
- Ability and willingness to travel within the assigned districts. Familiarity with any of the districts is a plus
- Diploma or Bachelor’s Degree in Education, Data Collection, Social Sciences, or a related field.
