About the AI-Powered Tablet-Based Learning Programme:
The AI-Powered Tablet-Based Learning Programme (ATLP) is a Government of Rwanda initiative through the Ministry of Education (MINEDUC) and the Rwanda Basic Education Board (REB), delivered in partnership with Rising Academies and donor partners.
Rising Academies was selected as the Implementing Partner following a competitive procurement process. The programme introduces AI-enabled tablets, teacher training, and school-level support to strengthen P1–P3 literacy and numeracy, with progress tracked using NESA-aligned assessments. The pilot will generate evidence to inform a government-led scale-up and pave the way for sustainable, system-wide adoption of digital learning in Rwanda.
About the Role
We are seeking an experienced Technical Advisor to be embedded within the Rwanda Basic Education Board (REB). The Technical Advisor will be employed by Rising Academies but work day-to-day at REB, reporting to the Deputy Director General while maintaining line management accountability to Rising.
This role will act as the central liaison across MINEDUC, REB, NESA, donor partners, Rising, and participating schools. The Technical Advisor will support implementation of the pilot, resolve challenges, align stakeholders, and lead the development of a national scale-up plan for 2026–2027.
The Technical Advisor will:
- Serve as the primary liaison between REB, MINEDUC, NESA, donor partners, and Rising; represent the programme in technical working groups and government forums.
- Support rollout of the pilot; troubleshoot challenges; ensure alignment with Rwanda’s education standards; maintain strong school-level feedback loops.
- Lead the development of a detailed 2026–2027 national expansion plan, ensuring integration into existing REB/MINEDUC initiatives and alignment with broader literacy and numeracy reforms.
- Monitor pilot progress and risks; prepare monthly reports and technical briefs for Rising, REB, MINEDUC, and donors; advise on policy and technical considerations.
- Identify opportunities to connect this programme with other education technology and foundational skills initiatives.
Location and reporting:
- Location: Kigali, Rwanda (REB office)
- Reporting Line: Reports day-to-day to the REB Deputy Director General; line-managed by Rising Academies (Project Lead, Rwanda).

Qualifications and Experience:
- 5–7 years of professional experience in education programme management, policy implementation, or technical advisory roles.
- Strong knowledge of Rwanda’s education sector and government systems, particularly at the basic education level.
- Demonstrated experience working with government institutions, donors, and implementing partners.
- Proven ability to manage multi-stakeholder relationships and build alignment across complex initiatives.
- Excellent skills in communication, diplomacy, and problem-solving.
- Advanced degree in Education, Public Policy, International Development, or a closely related field.
