We build technology to radically increase transparency and effectiveness in global development, making sure that every vaccine, every dollar, every public good reaches the people who need them most. We have provided biometric solutions in 17 countries, and to date have reached over 2.5 million people.

Simprints has the capacity to solve this problem at scale because of strong partnerships with governments and NGOs. We have an existing portfolio of projects in Bangladesh where Simprints biometric solutions are helping to verify the delivery of health services like MNCH and Routine Immunisation and in social protection. Following the success of our ongoing work we are well-positioned to broaden and deepen our portfolio of funders, projects and partnerships in Bangladesh.

Bangladesh is renowned for ambitious innovation in technology and development. Initiatives like SMART Bangladesh drive technological potential to advance Bangladesh’s further development, and digital health is a significant part of the Government of Bangladesh’s strategy. Therefore, Simprints’ mission and biometric solutions are excellently aligned with helping to achieve the Government’s goals.

Purpose of the Consultancy

A local consultant is sought to support and grow our portfolio of partnerships with local Funders and NGOs, and with the local representative offices of international funders. The consultant will also play a leading role in deepening and broadening the existing partnership with the Ministry of Health and Family Welfare, that will see Simprints solutions integrated into the Government’s Digital roadmap. This includes leading the engagements with all Government stakeholders, and ensuring full compliance with Data Protection and ID legislation, which is a prerequisite for any project involving data and ID. The consultancy will provide localised work with a specific focus on Bangladesh, in close liaison with Simprints’ existing global Partnerships team and Bangladesh-based teams. The Consultant will provide offline and online government liaison, project coordination, and advocacy in the digital health sector in Rwanda.

Expected deliverables

  • Complete Landscape analysis of Health and other humanitarian projects in Bangladesh according to agreed scope and specification - July 2024
  • Develop a plan to deepen and broaden Ministry of Health and Family Welfare partnership, present to Partnerships leadership for approval - July 2024
  • Open partnership discussions with agreed priority Funders, implementing partners and other influencers - August 2024
  • Identify, according to Simprints qualification criteria six qualified opportunities for Simprints deployment, with Funder interest identified, totalling £500k+ in Total Contract Value - September 2024
  • Represent Simprints in ongoing presentations, negotiations and other meetings to progress those opportunities through to Proposal and Negotiation - Ongoing
  • Identify opportunities for Simprints to respond to RFPs from eg USAID in teaming consortia with other partners, and secure teaming agreements - December 2024
  • Maintain and grow a pipeline of further opportunities - December 2024
  • Close one additional deployment contract ( value £100k+) and develop at least five further opportunities worth a minimum total of £500k at Proposal/Negotiation stage - December 2024
  • Represent Simprints at relevant in-person meetings in Bangladesh - Ongoing
  • Maintain meticulous and timely written records of meetings, conversations and activities - Ongoing

Expected duties of the consultant

  • Coordinate Simprints’ business development activities in Bangladesh, including liaison with MHFW representatives and Simprints team members.
  • Establish and maintain relationships with key stakeholders at the Ministry of Health and other organisations where needed, including attending and setting up in-person meetings in the country, and being present at agreed Digital Health and other Tech4Dev events and meetings
  • Attend meetings that can assist with identifying future funding/project opportunities in Bangladesh, e.g. observing the Country Coordinating Mechanism meetings for The Global Fund in Bangladesh.
