Overview
Spark Microgrants is seeking to hire a qualified, dedicated and experienced Human Resource officer who will be responsible for all aspects of the country program’s human resources: employee recruitment, retention and engagement; benefits employee relations and employee training, development and advancement. They will serve as the focal person for compliance, fraud management, and safety and safeguarding for the Malawi Team. The individual will also need to develop strong, collaborative relationships with the members of the Senior Management Team and organizational leadership to promote the organization’s mission and support the organization’s expansion and growth.
Specific Responsibilities:
1. Recruitment & Staffing:
- Oversee the entire hiring process, from job postings and candidate sourcing, screening applications, interviewing candidates
- Support hiring managers in scheduling onboarding sessions like providing orientation of office procedures and policies, sharing the local policy and procedures resources; arrange formal introduction of the newly hired staff to all the staff;
- Guiding new staff on completing HR forms in the HR Software; Issuance of necessary Identity cards;
2. Employee Welfare and Support:
- Implement and manage employee welfare programs that promote health, safety, and well-being, including harassment -free workplace;
- Manage employee benefits, including health insurance, retirement plans, and other benefits. Ensure new staff are registered on the medical scheme and cards processed.
3. Performance Management:
- Support the performance appraisal process, helping to track performance reviews and development plans for staff.
- Provide guidance to managers and employees on performance-related matters.
4. Onboarding/ Off-boarding
- Overseeing the process of bringing new employees on board, including orientation, training, and ensuring they have everything they need to succeed.
- Follow up on clearance and exit forms for all exiting staff and ensure that they are received, duly signed off and cleared by all departments.
5. Compliance, Fraud Management & Ethics
- Serve as the focal HR compliance officer responsible for ensuring staff adherence to all applicable laws, regulations, internal policies related to human resources.
- Serve as a focal person for fraud prevention reporting and case management
- Ensure that all material residual HR regulatory risks and issues together with remedial/mitigation actions are documented and reported appropriately to senior management in a timely manner.
- Train employees on policies and reporting to the HR lead and Country Director any compliance issues that may arise
- Mitigate risks and promote a fair and ethical work environment
6. Safety, security & Safeguarding:
- Act a country focal person for Malawi Program safety, security and safeguarding responsible for ensuring the effective implementation of safeguarding policies, procedures, and practices
- Play a crucial role in preventing and responding to sexual exploitation, abuse, harassment or other safeguarding incidents; and ensuring the safety and dignity of staff, and other stakeholders.
- Assist in ensuring that Security & Safety Policy are adhered to and liaise with the HR Lead for any Health, Security and Safety concerns.
Other duties as assigned by Supervisor
Required Qualifications and Skills:
- A Bachelor’s degree in Human Resources, Business Administration, or a related field
- Minimum of 5 years of experience or minimum with a strong track record of driving strategic HR initiatives and fostering employee engagement
- Knowledge laws and employment regulations in countries that Spark operates
- Team building and collaborative problem-solving skills
- Strong understanding of local and international safeguarding standards and principles.
- Excellent organizational, analytical, and problem-solving skills. Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problem
- Solid communication, listening and writing skills
- Reliable: able to work independently with little direction when necessary
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with HR software is a plus
