Terms of Reference for Bulambuli Midline Evaluation
Spark Microgrants is seeking a qualified individual or firm to conduct the Midline Evaluation of its Facilitated Collective Action Process (FCAP) in Bulambuli, Uganda, using a cluster Randomized Controlled Trial (RCT) design.
Key Responsibilities:
- Assess the impact of FCAP on livelihoods, citizen participation, social cohesion, governance, and inclusion.
- Use both quantitative and qualitative methods for data collection.
- Engage with 1,763 households across 101 villages.
- Analyze effects of events (e.g., landslides) that may have influenced outcomes.
Required Experience:
- Expertise in RCTs and mixed-method evaluations
- Experience working in Uganda, especially on governance, livelihoods, and social cohesion
- Capacity to obtain IRB approvals and manage field teams
- Proven record of producing high-quality, evidence-based evaluation reports
Deliverables Include:
- Inception report
- IRB approval
- Enumerator training & fieldwork
- Final evaluation report with cleaned datasets and analysis
