Terms of Reference for Bulambuli Midline Evaluation

Spark Microgrants is seeking a qualified individual or firm to conduct the Midline Evaluation of its Facilitated Collective Action Process (FCAP) in Bulambuli, Uganda, using a cluster Randomized Controlled Trial (RCT) design.

Key Responsibilities:

• Assess the impact of FCAP on livelihoods, citizen participation, social cohesion, governance, and inclusion.
• Use both quantitative and qualitative methods for data collection.
• Engage with 1,763 households across 101 villages.
• Analyze effects of events (e.g., landslides) that may have influenced outcomes.

Required Experience:

• Expertise in RCTs and mixed-method evaluations
• Experience working in Uganda, especially on governance, livelihoods, and social cohesion
• Capacity to obtain IRB approvals and manage field teams
• Proven record of producing high-quality, evidence-based evaluation reports

Deliverables Include:

• Inception report
• IRB approval
• Enumerator training & fieldwork
• Final evaluation report with cleaned datasets and analysis
