1. Strategic Leadership & Department Oversight
- Lead the Engineering Department in planning and executing construction and maintenance projects in alignment with TCF standards.
- Develop long-term strategies for infrastructure expansion, quality improvement, and sustainability.
- Drive innovation, process optimization, and technological advancements across engineering operations.
2. Project Management & Execution Excellence
- Oversee 200–300 small and large-scale projects running simultaneously across the country.
- Ensure adherence to timelines, quality benchmarks, safety standards, and cost-control measures.
- Resolve technical challenges and provide expert guidance to ensure high-quality deliverables.
3. Design, Surveys & Engineering Compliance
- Review and validate architectural, structural, and MEP designs.
- Ensure compliance with PEC codes, FIDIC standards, and engineering best practices.
- Oversee land surveys, soil testing, topography assessment, and feasibility studies.
4. Quantity Surveying, Budgeting & Cost Governance
- Supervise QS functions including BOQs, BBS, cost estimates, budget preparation, and post-project audits.
- Ensure financial transparency and accountability in all engineering initiatives.
5. Procurement, Tendering & Regulatory Management
- Oversee tendering and procurement processes under the OFM model.
- Ensure regulatory compliance with FBR, SRB, PRA, and other tax frameworks.
6. QA/QC, HSE & Risk Management
- Implement and monitor Quality Assurance, Quality Control, and Health & Safety systems.
- Mitigate risks, ensure safe work environments, and uphold TCF’s construction standards.
7. Technology, Systems & Dashboard Development
- Drive adoption of PM tools such as Primavera, Power BI, and other digital solutions.
- Develop centralized systems for project tracking, progress monitoring, and reporting.
8. Cross-Functional Coordination & Stakeholder Engagement
- Collaborate closely with Regional Teams, Operations, Finance, Procurement, and Audit.
- Present project updates, technical reports, and strategic insights to leadership and stakeholders.
9. People Leadership & Team Development
- Build, manage, and mentor a diverse technical team, promoting collaboration, accountability, and excellence.
- Strengthen technical capacity through structured training and development plans.
Required Skills
- Strong command over project management frameworks, PRIMAVERA, AutoCAD & Power BI
- In-depth knowledge of Pakistan Engineering Council (PEC) rules & FIDIC guidelines
- Understanding of land surveys, soil testing, architectural, structural & MEP designs
- Strong experience with:
- o Load Bearing / Frame / Hybrid structures
- o QS practices including BOQs, BBS, cost estimation & budgeting
- Working knowledge of FBR, SRB, PRA and related construction-sector tax regulations
- Experience in Tendering, Procurement, and OFM model procedures · Strong stakeholder management & presentation skills
- Experience in implementing QA/QC and HSE systems
- Ability to lead and develop large engineering teams
- High commitment to TCF’s mission, with willingness to travel to remote project sites all over Pakistan
Education
Bachelor’s Degree in Civil Engineering from a PEC, HEC-recognized institution and Master’s in Project Management (preferably from a foreign university).
Experience
20+ years of progressive experience in engineering, construction, and project management.
Demonstrated expertise in leading and delivering multi-location construction projects.
Preferably 7+ years of leadership experience overseeing and heading the Quantity Surveying (QS) function.
