About the Open Mapping Hub - Asia-Pacific

The Open Mapping Hub - Asia Pacific (OMHAP) is one of four regional open mapping hubs supported by the Humanitarian OpenStreetMap Team. The purpose of the OMHAP is to serve the OpenStreetMap movement in the Asia-Pacific region; provide decentralized support and services to the OpenStreetMap local communities; power the evolution and growth of OpenStreetMap data; and play a significant role in creating sustainable OSM ecosystems in the region in order to maximize the impact both for improved humanitarian and social impact. OMHAP’s vision is to “create a sustainable OSM ecosystem in the Asia-Pacific region” and aspires for the following: (1) Government, humanitarian and development agencies commonly use OSM data in their planning and decision-makings; (2) Underrepresented people actively participate in the OSM movement; (3) OSM data used as the most preferred choice in entrepreneurial and economic activities; and (4) OSM is the most popular map service among citizens. We work in 25 priority countries in the Asia-Pacific region.

About the Role

The Finance, Senior Associate will report to the Regional Director for Asia. This position is responsible for the financial oversight of the Asia Pacific hub, and ensuring the Regional Director for Asia has the support s/he needs to successfully execute the mission. The candidate should be able to work within a fast-paced international team.

Essential Functions/Key Responsibilities:

Management and responsibility of all financial matters related to HOT’s operation and presence in the region, including but not limited to:

  • Providing finance and administrative support to the Asia Pacific hub
  • Overseeing the day-to-day accounting function in the hub: recording and reporting cash flow transactions, accounts payable, accounts receivable, payroll, month close, financial reporting, etc.;
  • Leading the Asia Pacific hub annual budget creation and participate in project budget development;
  • Preparing and submitting monthly fund requests and financial reports to HOT Global;
  • Managing payroll, taxes, and other NGO compliance filings in the Philippines and other regional requirements;
  • Participating in the establishment of country and region-specific financial policies & procedures for the Asia Pacific hub in close consultation with the Head of Finance & Compliance;
  • Creating financial procedures to implement fiscal policies related to banking, accounts receivable, local donations, and contractual and regulatory compliance
  • Provide support to management and logistical undertaking in the Philippines and the region;
  • Participating in regular calls with HOT’s central finance & ops teams
  • Acting as the officer manager and assist the Asia Regional Director with all administrative tasks required to successfully perform the team’s roles, including HR-related responsibilities and the safeguard of confidential or sensitive information;
  • Ensure compliance with legal regulations, internal policies, and donor requirements across the Asia Pacific hub and among all grantees/partners; and,
  • Carrying out any and all other finance, administration and office management duties assigned by the supervisor.

Qualifications

  • A minimum of five (5) years experience
  • A degree in Accounting, Finance, Business Administration or Financial management
  • Knowledge and hands-on experience of an accounting software
  • Proficiency in accounting reporting and analysis
  • Good understanding of payroll management including remittance/filing of taxes as well as other statutory deductions.
  • Good understanding of program planning and budgeting
  • Good understanding of internal controls, familiarity with NGO Compliances and filings
