Research, Evidence & Learning Officer, working under the supervision of the M&E Manager and in collaboration with Global Technical Team (GTT) staff, will play a key role in the development and implementation of the VillageReach DRC M&E strategy and supporting Ministry of Health (MoH) programs in data management. The Research, Evidence & Learning Officer is expected to demonstrate experience in data collection, management, cleaning, analysis and reporting and be motivated by VillageReach’s mission of health care reaching everyone.


Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.

  • Working closely with the Ministry of Health (MoH) programs to improve data collection, cleaning, analysis, sharing and storage.
  • Support the development and submission of research protocols in coordination with partner and VillageReach colleagues including finalization of qualitative and participatory data collection methodologies, sampling strategies and data collection tools.
  • Contribute to descriptive/standard data analysis, data visualizations and reporting.
  • Support DRC solutions and program teams in data use for decision-making.
  • Support routine maintenance of data analytics processes and systems.
  • Support and ensure the effective involvement of all partners (government, technical partners, etc.) in the implementation of data analytics and visualization solutions
  • Contribute to project progress updates and reports involving data.
  • Support VillageReach DRC colleagues to facilitate knowledge management and collaboration among global and country staff including developing, documenting, and disseminating lessons learned from the data and results of program implementation, evaluations and research studies.
  • Support key performance indicators (KPI) reporting from all VillageReach DRC programs.
  • Support the team by contributing to the M&E and data sections of proposals and presentations for new business development opportunities.

Education & Experience:

  • A Bachelor’s degree or higher in public health, international development, information design, statistics or related with a concentration in data visualization, qualitative analysis, monitoring & evaluation, or related field.
  • At least 5 years work experience in a similar position and in the field of technology in global health or international development.
  • Experience in data analytics /monitoring and evaluation in the context of public health.
  • Experience in Project/Program management: Familiar with program and project management principles and strategies including defining indicators and monitoring indicators against targets and conducting data quality assurance (DQA) reviews.
  • Ability to collect and analyze quantitative and qualitative data thoroughly and efficiently.
  • Advanced experience using Tableau. Experience using Power BI a plus.
  • Advanced experience using Microsoft Excel. Experience creating dashboards using Visual Basic for Applications (VBA) a plus.
  • Familiarity with ArcGis Server and ArcGIS Online.
  • Proficient in Microsoft Office (Word, PowerPoint, and especially Excel) and comfortable with digital data collection tools (KoboCollect, CsPro, Survey CTO, Open Data Kit, CommCare,…).
  • Demonstrated experience in the use of secondary data (DHIS2, Infomed, DHS Program).
  • Ability to synthesize and deliver information to diverse audiences in a clear and concise way. Write reports and proposals for the Ministry of Health and donors.
  • Exceptional ability to analyze multiple data sources to identify data trends and provide recommendations on project implementation.

VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our Seattle office and our Country Offices and location of other global staff, US based staff are expected to be available for early morning meetings starting at 6am. In addition, our global HQ and Country office staff are expected to be available for late afternoon/evening meetings up to 6pm local time.
