SUMMARY

The Director of Finance & Operations will lead VillageReach’s operations in DRC, including finance, accounting, logistics and human resources, administration and grant management functions in the DRC. Based in Kinshasa, this senior-level position is instrumental in ensuring sound financial management, efficient operational processes, and effective administrative oversight to support Villagereach programs. Reporting to the Country Director and working closely with VillageReach Headquarters in Seattle, and our regional hub in Nairobi, the Director will oversee all operations in DRC, including financial analysis and planning, budget and operations management, reporting, and compliance in a rapidly evolving landscape. The successful candidate will demonstrate high integrity, adaptability, and a proactive approach to managing risks and internal controls.

Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.

Financial, Analysis and Management

  • Oversee financial operations, including budget review, monthly reporting, payroll approval, and cash flow management, ensuring data accuracy with relevant accounting software.
  • Conduct monthly budget vs. actual analyses for program managers and senior staff.
  • Develop, adapt and maintain internal control systems to prevent fraud, promote accountability, and ensure compliance with VillageReach and USAID standards.
  • Lead the annual financial audit and conduct monthly internal audits to ensure compliance with policies .
  • Provide regular financial reports and insights on financial performance, trends, and risks to senior management.
  • Preparation of Financial Report: ensure Timely submission of all Donor Financial Reports in respect to accounting, legal and contractual requirements and ensures the review of suchovers reports by the Country Director and Regional Controller prior to submission to donors
  • Audit preparedness: Lead internal and external audits as well as implementation of Corrective Action Plan after internal and External Audit.
  • Lead the conduct of cost-benefit analyses for significant procurement decisions, ensuring that expenditures are justified and aligned with organizational priorities.
  • Treasury: Support the Finance Manager in the Management of several bank account and based on cash projection, monthly preparation of Cash Transfer Request to HQ and make sure that appropriate balances are maintained to facilitate programs implementation.
  • Training & Staff Management: contribute to implementation of training for the country national finance and operations
  • Monitor financial data and recommend solutions that will improve profit for the organization
  • Contribute to Establishing and updating in-country finance procedures to supplement global policies as needed.
  • Closely monitors financial activities and advises the Country Director on financial performance of the office, issues with internal controls or financial management.
  • Lead and review monthly accounting and balance sheet reconciliations are completed on a timely basis.

Administrative and Operational Management

  • Manage VillageReach assets, including vehicles, computers, and office equipment, ensuring effective inventory control and accountability.
  • Update and enforce policies and procedures in collaboration with HQ, maintaining alignment with organizational standards.
  • Represent VillageReach at NGORA forums
  • Ensure VillageReach compliance with DRC legal framework and Ministry of Health requirements.
  • Oversee VillageReach’s registration with relevant organizations and maintain necessary NGO licenses.
  • Support DRC Board meetings and manage administrative aspects, in collaboration with the Country Director.
  • Supervise service provider contracts and consultant agreements, ensuring compliance and performance standards.
  • Oversee HR management, including recruitment, onboarding, contract management, and benefits administration through supervision of the Human Resources Officer.
  • Ensure timely processing of staff benefits and maintain accurate timekeeping and personnel records.
  • Oversee procurement processes , elaborating controls to ensure adherence to procurement guidelines.

Supervisory Responsibilities:

This position directly supervises up to 5 employees and carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

Education & Experience:

  • Education: Bachelor's Degree in Accounting, Finance, Business Administration, or related field; CPA, ACCA, or CFA certification preferred. A Master’s Degree is an advantage.
  • Experience: Minimum of 10 years in finance, operations, and administration, with at least 5 years in senior management within a global NGO or development organization.
  • Professional Expertise: Budget management over $10M, financial modelling, USAID and donor compliance, and familiarity with DRC regulations.
  • Skills: Strong leadership, adaptability to change, and proven ability to maintain internal controls and enforce compliance.
  • Language Proficiency: MUST be fluent in English and French.

Other Qualifications:

  • Demonstrated understanding of challenges with working in rural, underserved and low-income context; experience living in and/or working in a low-income country a plus.
  • Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment.
  • Prior experience with INGOs in the DRC, specifically USAID-funded projects.
  • Membership with the Institute of Chartered Accountants in DRC.
  • Ability to work effectively in culturally diverse environments.
  • Proficient in Microsoft Office, especially Excel, and experience with Sage Intacct.
  • Willingness to travel up to 25% within the DRC.
  • Ability to prioritize and perform multiple tasks, solve problems, and meet significant deadlines and requirements

Environment and Physical Demands:

VillageReach employees typically work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences across our USA, Kenya and Country Offices and location of other global staff, we have established core collaboration hours between 6am Pacific Time and 18:00 South Africa Time (GMT+1) Monday through Thursday. All staff, regardless of location are expected to be available between these hours. During Daylight Savings Time, this allows for 12 hours per week (3 hours/day) of collaboration time and during Standard Time, 8 hours (2 hours/day). We do not hold cross-office meetings on Friday.

Hiring Process:

The hiring process will include the following steps:

Compensation & Benefits:

VillageReach has an established compensation structure that is based on the relevant market and is internally transparent. The range for this position is $92,000 to $115,000 annually. We hire people into the established range based on one’s experience and education and considering internal equity. We do not inquire about salary history.
