Summary

This position will operate under the direct supervision of the Senior Human Resource Officer. The position will be responsible for efficiently managing day-to-day HR services including recruitment, personnel records management and compliance. The incumbent will have strong interpersonal skills, keen eye for detail and the ability to influence and maintain effective cross-departmental collaboration for effective People & Culture operations.

Description

Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.

Key Responsibilities

HR Recordkeeping

  • Organize, compile, and maintain accurate employee records and documentation, including contracts, confidentiality agreements and signed acknowledgments forms in the relevant HRIS and confidential employee files.
  • Ensure timely updates and secure storage of all HR-related documentation.

Payroll Processing Support

  • Distribute monthly pay slips to staff and maintain organized payroll files.
  • Monitor and ensure timely reporting of labor hours through monthly electronic timesheets for all staff.
  • Verify authorization for paid time off and track vacation, sick leave, and other absences to ensure accurate reporting in timekeeping systems.

HR Administration

  • Support the hiring process, including posting job openings, coordinating interviews, conducting reference checks, and communicating results to candidates.
  • Guide staff through disciplinary processes, grievances, and complaints; develop procedures for documenting issues.
  • Coordinate onboarding for new hires and ensure completion of mandatory ethics training annually.
  • Assist in developing standard operating procedures for HR-related topics.
  • Participate in the HR Community of Practice with the Global People Team as needed.
  • Implement HR policies and guidelines to ensure compliance with local labor laws and relevant legislation.
  • Provide support in managing disciplinary proceedings.
  • Ensure registration and proper handling of all HR-related correspondence.
  • Maintain and update individual employee files and records.
  • Prepare periodic activity reports as required by the supervisor.
  • Draft and prepare correspondence or communications for employees and external entities.
  • Verify CNSS IMT compliance for all staff.
  • Guide employees through end-of-contract procedures, including preparing and issuing service attestations.
  • Prepare Inspection Générale du travail (IGT) documents for quarterly stamping and manage housing allowance declarations for Direction Générale des Recettes de Kinshasa (DGRK) stamping.
  • Support and participate in other HR tasks as assigned by VillageReach.

Benefits Administration

  • Coordinate staff medical aid schemes and ensure timely enrollment and updates.
  • Manage other employee benefits in line with organizational policies and contractual terms.

Supervisory Responsibilities:

· This position has no supervisory responsibilities

Education & Experience:

· Bachelor's degree in human resources, Social Sciences, Commerce or related field of study

· 3-4 years of demonstrated experience supporting a robust HR department.

· Experience working with NGOs preferred

· Good communication skills and fluency in French and English

· Knowledge of MS Office suite

· English and French proficiency preferred.

Environment and Physical Demands:

VillageReach employees typically work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences across our USA, Kenya and Country Offices and location of other global staff, we have established core collaboration hours between 6am Pacific Time and 18:00 South Africa Time (GMT+1) Monday through Thursday. All staff, regardless of location are expected to be available between these hours. During Daylight Savings Time, this allows for 12 hours per week (3 hours/day) of collaboration time and during Standard Time, 8 hours (2 hours/day). We do not hold cross-office meetings on Friday.

Hiring Process:

The hiring process will include the following steps:
