Summary
The Project Administration and Finance Officer will support projects in Provinces.
Description
Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.
Essential Duties
- Ensure follow-up of filed projects inventory control system, including vehicle fleet, computers, phones, and other equipment.
- Ensure proper supervision of the project admin and the finance field offices staff
- Ensure field offices onboarding and constant training on procedures and finance tools and documentation.
- Prepare and/or review fields offices' payments, ensuring that all supporting documentation and approvals are correct.
- Ensure follow-up of all field offices' payments and reconciliations.
- Ensure submission of field offices monthly cash request
- Coordinate, organize and provide professional finance and administrative support to the field’s offices.
- Ensure all projects' archiving of appropriate documentation, in electronic and printed format, in accordance with VillageReach's standards and filing systems.
- Ensure collection of all original project expenses invoices every month.
- Maintain regular communication with Project Managers on all finance and administration items and issues.
- Perform other duties as assigned by the Finance and Operations teams to achieve project goals and objectives.
- Other responsibilities as may be assigned by the supervisor.

Supervisory Responsibilities:
This position directly supervises two to five employees. The post holder is expected to carry out supervisory responsibilities in accordance with VillageReach policies and applicable laws. Responsibilities include interviewing, hiring, and onboarding employees; planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
Education & Experience:
· Bachelor’s degree in Business Administration, Finance, or a related field.
· Minimum 3 years of professional experience in finance, administration, and logistics management, preferably in field-based operations.
· Proven ability to ensure compliance with donor requirements and reporting standards.
· Demonstrated experience in supervising and coordinating teams, fostering efficiency and accountability.
· Hands-on experience operating in DRC provinces, with a strong understanding of local operational challenges.
· Previous experience working with International NGOs (INGOs) is highly desirable.
· Familiarity with regulations governing NGO operations in the DRC is preferred.
Other Qualifications:
· Established cultural competency in partnering with racial, cultural and linguistically diverse groups.
· Demonstrated understanding of challenges with working in rural, underserved and low-income context; experience living in and/or working in a low-income country a plus.
· Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment.
· Fluent in French and English, with strong written and verbal communication skills.
· Willingness and ability to travel locally up to 50% of the time across DRC provinces.
· Proven ability to manage multiple priorities, solve complex problems, and meet tight deadlines efficiently.
Environment and Physical Demands:
VillageReach employees typically work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences across our USA, Kenya and Country Offices and location of other global staff, we have established core collaboration hours between 6am Pacific Time and 18:00 South Africa Time (GMT+1) Monday through Thursday. All staff, regardless of location are expected to be available between these hours. During Daylight Savings Time, this allows for 12 hours per week (3 hours/day) of collaboration time and during Standard Time, 8 hours (2 hours/day). We do not hold cross-office meetings on Friday.
