Summary
The Bloc Coordinator is responsible for overseeing and coordinating VillageReach’s programmatic activities across a group of provinces organized in geographic blocs in the Democratic Republic of Congo.
Each Bloc Coordinator provides strategic oversight, coordination, and quality assurance for VillageReach’s portfolio of projects implemented in the provinces under their bloc. The role ensures alignment between field implementation and national program strategies while strengthening collaboration with provincial health authorities, partners, and internal program teams.
The Bloc Coordinator supports provincial-level Technical Assistants and supports teams across multiple provinces, ensuring high-quality program delivery, compliance with organizational policies, and effective coordination with government stakeholders.
The Bloc Coordinator reports directly to the Director of Programs and works in close collaboration with Program Managers through a dotted-line reporting structure to ensure alignment between programmatic priorities and field implementation.
VillageReach currently organizes its activities across three blocs:
South-East Bloc: Haut-Katanga, Haut-Lomami, Lualaba, Tanganyika
North-West Bloc: Kwilu, Mai-Ndombe, Kasai, Kasai-Oriental, Tshuapa, Mongala, Equateur, Lomami
North-East Bloc: Tshopo, Maniema, North Kivu, South Kivu, Ituri
Description
Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.
Strategic Coordination & Representation
- Provide strategic coordination and oversight of VillageReach activities across provinces within the assigned bloc.
- Ensure alignment between provincial implementation and national program strategies.
- Represent VillageReach in relevant inter-provincial coordination meetings, government forums, and partner engagements when required.
- Support provincial teams in maintaining strong working relationships with Provincial Health Divisions (DPS) and other key stakeholders.
- Ensure effective coordination between VillageReach projects implemented within the bloc.
Program Oversight & Implementation Quality
- Monitor implementation progress across provinces within the bloc and ensure timely achievement of project deliverables.
- Provide guidance and support to provincial coordinators and technical staff to maintain high-quality program implementation.
- Facilitate coordination between field teams and Program Managers to address operational and technical challenges.
- Support the development and monitoring of costed work plans for programs implemented within the bloc.
- Ensure tracking and reporting of key program indicators and results.
Coordination with Program Managers
- Work closely with Program Managers responsible for specific projects implemented within the bloc.
- Maintain a dotted-line reporting relationship to ensure alignment of provincial activities with program objectives.
- Facilitate regular communication between provincial teams and program leadership.
- Support Program Managers in monitoring project implementation, identifying risks, and addressing operational challenges.
Financial Oversight
- Support monitoring of program budgets across provinces within the bloc.
- Ensure provincial teams comply with VillageReach financial and administrative procedures.
- Contribute to budget monitoring, expense tracking, and reforecasting processes in collaboration with Program Managers and the finance team.
Security Management
- Support the implementation of VillageReach security and safety procedures across provinces within the bloc.
- Monitor evolving security contexts and coordinate with leadership to ensure appropriate mitigation measures.
- Ensure staff operating within the bloc adhere to security protocols.
Reporting & Communication
- Ensure timely reporting on program implementation and key challenges within the bloc.
- Consolidate and communicate field insights to the Director of Programs and Program Managers.

Supervisory Responsibilities
This position supervises provincial-level staff and may directly supervise other program staff depending on the program structure.
Responsibilities include:
- Providing strategic guidance and oversight to provincial teams
- Supporting recruitment and onboarding of provincial staff
- Monitoring staff performance and fostering professional development
- Strengthening coordination and collaboration between teams across province
Education & Experience:
- Over 5 years of implementing health, development or humanitarian projects in DRC
- At least five year in a similar position, in project management or field office oversight
- Master’s degree in public health, public administration, business or related field
Other Qualifications:
- Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment.
- Fluency in spoken and written French required. English is strongly desired.
- Experience coordinating with government stakeholders, donors, and technical partners.
- Knowledge of project management systems, software tools and concepts
- Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment with many technologies in use.
Environment and Physical Demands:
VillageReach employees typically work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences across our USA, Kenya and Country Offices and location of other global staff, we have established core collaboration hours between 6am Pacific Time and 18:00 South Africa Time (GMT+1) Monday through Thursday. All staff, regardless of location are expected to be available between these hours. During Daylight Savings Time, this allows for 12 hours per week (3 hours/day) of collaboration time and during Standard Time, 8 hours (2 hours/day). We do not hold cross-office meetings on Friday.
Approximately 30-40% of the work is spent sitting, versus standing. The position requires frequent travel to project implementation sites. There are no significant requirements in terms of weight lifted nor special vision requirements.

Hiring Process:
