Terms of Reference (TOR): Multimedia Consultant
1. Background
VillageReach is an implementing partner for the CHOICE Project (2025‑2028) funded by Global Affairs Canada (GAC) and Oxfam Canada. As part of the Digital Innovation component, VillageReach requires on‑call multimedia production services to create SRHR communication assets for multiple channels (Facebook, WhatsApp, Youth Choice App, IVR, community audio). VillageReach will provide all written scripts and content; Consultant is responsible for production (design, animation, voice recording, audio editing, translation).
2. Scope of Work (On-Call Services)
a) Consultant will produce any of the following asset types as requested by VillageReach via task orders (email). Each task order will specify asset type, quantity, language(s), narrative or dramatized style (for audio), deadline, and any special instructions. Consultant shall confirm acceptance and provide a fixed price based on the unit rates in Section 2 below.
Asset types:
· Digital posters – static visuals for social media/print, in English, Chichewa, and Yao (three language versions per poster). Input: script/text provided. Output: high‑res PNG, JPEG, editable source files (AI/PSD/Canva).
· Short animations – motion graphics, 30–45 seconds, with English voiceover and Chichewa/Yao subtitles. Input: script/storyboard provided. Output: MP4 (1080p), source files.
· IVR audio prompts – for interactive voice response systems. Length: 10 seconds to 3 minutes each. Available in narrative (professional, factual) or dramatised (role‑play, conversational, story‑based) style. Output: MP3, 128kbps, mono, in English, Chichewa, and Yao.
· Audio lessons – for health worker or community education, 3–5 minutes each. Narrative or dramatised as requested. Output: MP3, 128kbps, mono, with metadata, in English and Chichewa (Yao optional).
· Translation – of supplied scripts from English to Chichewa and/or Yao (and occasionally reverse). Must be context‑appropriate and accurate for Malawi based SRHR terminology.
b) Turnaround & Revisions
· Typical turnaround per task order: 3–10 days depending on complexity, as agreed in the task order.
· Two rounds of revisions are included per task order.
3. Compensation and Payment

4. Application & Evaluation Criteria (from the original Terms of Reference)
Interested individual consultants submitted:
- Technical proposal (max 2 pages) describing approach, sample work plan.
- Portfolio / past work samples (required) – links or attached files clearly showing relevant work.
- Rate card (as in Section 2 above).
- CV highlighting relevant experience, including language proficiency (Chichewa, Yao, English).
- Two references (preferably from health or SRHR projects).
5. Evaluation weighting:
- Portfolio quality & relevance
- Proposed rates (value for money)
- Technical approach & turnaround capability (including ability to do dramatised IVR)
- Language fluency & cultural fit
