About your role:
The WRI India Ross Centre for Sustainable Cities is seeking to fill a full-time position to advance Adaptation and Resilience Finance work in Indian cities. To adhere to the net-zero commitments and stay under the 1.5-2 degrees Celsius temperature rise by 2030, it is estimated that climate projects in India require 120 billion USD annually. Despite the climate imperative, cities in the global south continue to face barriers which limit access to finance for A&R projects. Funding for A&R projects continue to depend on public finance capacities of the cities and meeting the private sectors’ expectations of risk and return. This project gives an opportunity to engage with bilateral and multilateral agencies, project preparation support facilities, and philanthropic foundations for mobilizing funds to be invested in A&R projects in pilot cities.
Given this project context, WRI India is seeking a dynamic and experienced Urban Climate Finance Manager to lead our efforts in mobilizing funding for climate-resilient urban infrastructure projects. The Urban Climate Finance Manager will be responsible for developing and implementing financial strategies, forging partnerships with public and private sector stakeholders, and overseeing the successful execution of urban climate finance initiatives.
How your day will unfold:
The selected candidate will report to the Program Lead and support the Sustainable Cities program at WRI India with the following:
• Develop strategic plans for urban climate finance, aligning them with broader city development goals and climate action plans.
• Identify and assess potential funding sources, including public, private, and blended finance mechanisms, to support urban climate initiatives.
• Conduct financial assessments to identify funding gaps, investment opportunities, risk management measures and cost-effective climate adaptation measures in urban areas.
• Assist in the formulation of policies and regulations related to climate finance at the urban level, ensuring alignment with national and international frameworks.
• Prepare funding proposals for urban climate projects, including feasibility studies, budgeting, risk assessments, and financial modeling.
• Assessment of potential for blended finance structures in implementing A&R projects and develop a well-articulated business case for pilot A&R projects.
• Develop business models on A&R projects
• Develop project bankability reports and share with financial institutions.
• Collaborate with various stakeholders including government agencies, financial institutions, NGOs, and community groups to mobilize support and resources for urban climate initiatives.
• Collaborate with internal teams and external partners to structure and negotiate financing arrangements for urban climate projects, including grants, loans, and other financial instruments.
• Monitor and evaluate the performance of urban climate finance projects, track financial disbursements, and ensure compliance with funding requirements and reporting obligations.
• Contribute to knowledge sharing and capacity building efforts related to urban climate finance, including organizing workshops, training sessions, and other learning events.
• Advocate for effective climate policies and regulations at the local and state levels.
• Facilitate collaborative design of projects that address climate challenges and community priorities, working with municipal governments/government departments, engineers, and citizen groups.
• Advocate for innovative approaches to mobilize urban climate finance.
Qualifications and requirements we seek:
• Post-graduate in the related field of finance, economics, environmental management, urban planning, climate change, sustainable development, or any related field.
• At least 7-10 years of sectoral experience in the field of climate finance with a focus on urban development
• Demonstrated experience of working with national and sub-national governments
• Strong understanding of climate finance frameworks and mechanisms, including public finance instruments, green bonds, climate funds, and other innovative financing approaches.
• Demonstrated experience in project management, including project design, implementation, monitoring, and evaluation.
• Knowledge of relevant low-carbon policies and climate-resilient development in India
• Demonstrated experience in leading and/or contributing to interdisciplinary research projects on climate action, policy analysis, data collection and surveys, and other related work.
• Strong communication skills, ability to liaise with government and other stakeholders - to collect data, communicate findings, and seek feedback iteratively.
• Proficiency in quantitative and/or qualitative data collection and analysis
• Demonstrated ability to work both independently as well as part of a team.
• Ability to present complex information in a clear and concise manner.
• Ability to think creatively, work calmly and enthusiastically under pressure.
Salary: INR 11,00,000 to INR 13,00,000 CTC Per Annum. Salary shall be commensurate with experience and skills. WRI offers a generous and comprehensive benefits package.
Location: New Delhi, India
Duration: 2 years as term hire (extendable based on performance and project requirements)
Start date: As soon as possible.
