Program Overview
WRI Indonesia’s e-mobility portfolio focuses on reducing cities’ GHG emission through sustainable transportation, vehicle electrification and, in-paralel with the energy and climate programs, greening the electricity grid to reach optimum emission reduction. Our mission is to help cities and provinces to implement low carbon development, particularly in transportation and energy sectors, to achieve economic, social, and environmental goals.
Supply Side Regulation
To achieve this mission, WRI Indonesia collaborates with the government, industry players, and other private sector stakeholders to develop strategies for implementing robust demand- and supply-side measures for zero-emission mobility adoption. In this particular project, WRI Indonesia will work with the government and key partners to assess and implement the Supply Side Regulation (SSR) strategy for the transition to zero-emission mobility in Indonesia.
The SSR strategy will cover interventions including, but not limited to, ZEV (Zero-Emission Vehicle) sales mandates, fuel efficiency standards, CO₂ emission standards, and credit trading mechanisms. This will be accomplished through unbiased technical research, comprehensive data collection, stakeholder and expert consultations, and cross-country knowledge exchanges. Through the implementation of this project, WRI Indonesia aims to support the Indonesian government in achieving its e-mobility targets while contributing to the realization of transport decarbonization goals.
Job Highlight
The Transport Specialist will play a key role in conceptualize and conduct technical analysis on the SSR implementation strategy for Indonesia’s automotive industry. This position is required to coordinate the work that will be co-developed by the project’s internal and external team, including lead the engagement with the key stakeholders of the project.
In this role, the Transport Specialist will work independently under the direction and supervision of WRI Indonesia’s Urban Mobility Manager, with support from other specialists/analysts on the team.
The position is based in Jakarta with office-flex working arrangement and travel requirement as needed. What You Will Do
Technical Research and Analysis (50%)
- Lead and conceptualize the technical research of the SSR implementation strategy for the Indonesia’s automotive industry. This will include conducting data collection, analysis, stakeholder consultation in the topic of e-mobility and transport decarbonization.
- Provide strategic and comprehensive expert input on policies and regulations to support the development of knowledge products and technical research for the decarbonization strategy of the automotive sector in Indonesia.
- Contribute to project deliverables, including reports, presentations, press releases, and other knowledge products.
- Actively involved in the project discussion including with internal team, WRI Global team and external partners.
Project Management (30%)
- Assist the Urban Mobility Manager to conceptualize and plan the project research, engagement, conference and resource planning.
- Monitor and evaluate project delivery to ensure project deliverables are achieved according to plan.
- Participate in the planning and implementing of outreach events (e.g. conference, FGDs, workshops) as necessary
Engagement and Network Development (20%)
- Conduct stakeholder power mapping to identify and assess potential partners for engagement to enhance project buy-in.
- Lead and represent WRI on the engagement with key stakeholders in the sector, including government entities, OEMs (Original Equipment Manufacturers), component industries, private sector actors, and industry associations.
- Represent WRI in external forums, conferences, and industry events to advocate for net-zero automotive policies and practices.
What You Will Need
Required Qualifications:
- Master’s degree in transport, civil engineering, urban planning, economics, politics, management, international relations or any other related field in automotive industry. Bachelor degree with extensive mobility and automotive-related project experience is also welcome to apply.
- Minimum 4 (four) years of full-time work experience in transport & automotive industry, has a knowledge and experience EV and any new energy mobility is a plus.
- Ability to support discrete elements of research projects with limited manager guidance, e.g. systematically reviewing, analyzing and synthesizing existing literature; collecting, cleaning, organizing, and visualizing data.
- Familiarity of documenting the data collection, cleaning and analysis process to make it transparent, reproducible, and accessible to team members and reviewers.

- Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
- Business proficiency in Bahasa Indonesia and English on both verbal and written communications
- Ability to work effectively in a fast-paced office environment and cross sectoral themes.
- Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work-ethic.
- Problem solver who is willing to develop and share ideas internally and externally.
- Ability and willingness to travel as needed
- Legally able to work in Indonesia
Contract Arrangement
Full-time with fixed-term employment agreement with 3 (three) months of consultancy contract apply before the 9 (nine) months of fixed-term employment agreement started.

Must have authorization to work in Indonesia to be eligible for this position.
