Urban Finance and Economy Research Analyst - Cities Program

This is a hybrid position which requires 8 days per month in the office. You can be based in our office in WRI Indonesia, Bali. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.

Program Overview

WRI Indonesia’s cities and transport portfolio focus on reducing cities’ GHG emission and leveraging cities and dynamics to do rapid transition towards net-zero through just transition pathways to achieve inclusive, resilient, and prosperous nation. There are three pillars that we have defined to achieve this cities transition: livable neighborhood, climate resilience, and connective mobility. Under connective mobility pillar, WRI Indonesia believes that a people-centered mobility system is a fundamental aspect that should be provided in the city. Therefore, our mission is to help cities and provinces to implement seamlessly integrated, safe, good quality, and accessible to all mobility systems. In a mission to achieve this goal, WRI Indonesia has been working with more than 10 cities leaders and national government in Indonesia to co-implement the low carbon mobility solution. One of our largest flagships is happening in Bali where WRI Indonesia is working with Bali Government to provide a strong foundational program towards Bali Net Zero Emission 2045 vision. The program is working to decarbonize multiple priority sectors including energy, industry, and transport through the development of proof of concept, building sustainable business models, and empowering communities and local actors.

Bali Transportation Decarbonization Program

The Bali Net Zero Emission 2045 initiative believes that fostering the agency and leadership of local government and broader segments of the society is key to ensure that the net zero emission agenda remain strong and becomes a way of life and pathway for development, regardless of national and local political transitions. It will require concerted efforts amongst various actors to create breakthroughs with long-lasting climate, social, and economic impacts. Our main targets in this project consist of local government, especially in the field of energy and transportation, electric vehicle (EV) and clean energy business owners, coastal communities, and sustainable tourism communities. While most of them have already had a common understanding towards the urgency of climate transition, they need to be equipped with more information, knowledge, and thought-leadership avenues to build ideas and make actions.

In this phase, WRI Indonesia, together with Bali Transport Agency and key stakeholders in Bali is developing an enabling ecosystem to achieve Bali’s sustainable transport goals with a program called “Peta Jalan Dekarbonisasi Transportasi Bali” and “Bali Low Emission Zone Initiative (BLEZI)”. With a zone-based approach, BLEZI acts as demonstration and intensification areas to promote zero emission mobility by emphasizing two core approaches: Improving Sustainable Urban Mobility and Acceleration Zero Emission Vehicle Adoption. This initiative will be also equipped with a strong vision setting which will be provided on the Bali Transport Decarbonization Roadmap. Having this strategic multi-dimensional program in Bali, WRI Indonesia seeks to work with a project leader to conceptualize, manage, implement and monitor the Bali Transport Decarbonization Roadmap. To support the decarbonization of transportation in Bali, the Bali Climate Finance Platform was launched as a mechanism to facilitate climate financing through technical assistance, advisory support, matchmaking, guarantees, and project pipeline development within an urban ecosystem investment.

Job Highlight

The Urban Finance and Economy Research Analyst will support the Bali Transportation Decarbonization Program by analyzing urban climate finance opportunities and facilitating strategic partnerships between financial institutions, government entities, and private sector actors in Bali. The role focuses on strengthening the ecosystem for climate finance mobilization by bridging analytical insights on urban finance and economic opportunities with stakeholder engagement and partnership development.

Reporting directly to the Bali Transport Decarbonization Project Lead and Sustainable Transport Specialist, also working closely with Sustainable Finance and Business Analyst, the consultant will contribute to identify financing gaps, assessing economic opportunities in urban development, and supporting engagement with financial institutions and businesses to unlock financing including but not limited to low carbon transportation and active mobility initiatives. The position will also support the operationalization of the Bali Climate Finance Platform by helping connect policy priorities, project pipelines, and potential financing partners.

The consultant will be based in Bali with an office-flex working arrangement and will support engagement activities across Bali and Jakarta as needed. What You Will Do

Urban Finance and Economy Research Analysis (50%)

  • Conduct analysis of urban finance opportunities and economic potential for low-carbon transport, public transport, e-mobility, and sustainable urban infrastructure initiatives in Bali.

  • Identify financing gaps, investment needs, and potential economic value creation associated with sustainable urban infrastructure and climate initiatives.

  • Analyze the readiness of projects, institutions, and markets to access climate and sustainable finance.

  • Assess potential financing instruments, partnership models, and economic mechanisms that could support implementation of urban climate initiatives.

  • Support the development of white paper for Bali Climate Finance Platform governance and its potential off taker in operationalizing the platform within government bodies including but not limited to its quasi government bodies.

  • Support identification and preliminary screening of potential initiatives that could form part of a climate finance project pipeline under the Bali Climate Finance Platform.

  • Provide analytical inputs on economic viability, investment attractiveness, and risk considerations relevant to sustainable infrastructure and urban climate solutions.

Stakeholder Mapping and Data Collection Engagement (35%)

  • Conduct stakeholder mapping of financial institutions, investors, philanthropic organizations, and other financing actors relevant to climate finance mobilization in Bali.

  • Collect qualitative and institutional insights from different types of financing actors through structured engagement processes.

  • Support the organization and facilitation of a series of focus group discussions (FGDs), workshops, and stakeholder dialogues with financial institutions, government representatives, and private sector actors.

  • Conduct close engagement with selected financing institutions to understand their financing criteria, risk appetite, and interest in supporting urban climate initiatives.

  • Document insights, perspectives, and financing considerations gathered from these engagements to inform urban finance analysis and partnership opportunities.

Knowledge & Program Support (15%)

  • Support the preparation of presentations, briefing notes, concept notes, TORs, and engagement materials related to sustainable finance partnerships.

  • Contribute inputs to reports, policy briefs, and knowledge of products related to climate finance and transport decarbonization.

  • Document lessons learned and good practices from partnership development and engagement processes.

What You Will Need

  • Bachelor's degree in Management, Business Administration, Economic Development, Sustainable Economic, Industrial Economics, Monetary Economic and Banking with a specialized experience in similar organization/s, may be considered in lieu of an internship/work experience.

  • Minimum 3 (three) years of professional experience in developing financial or economical studies and business model for urban infrastructure development.

  • Studies, interest or experience working on sustainable finance, economy, public infrastructure projects, transportation, e-mobility, environment, and power sector issues are preferred.

  • Ability to support discrete elements of research projects with manager support, e.g. systematically reviewing and synthesizing existing literature; collecting, cleaning, organizing, analyzing and visualizing data.

  • Experience in scientific writing. Having proven history in publishing international peer-reviewed journals is a plus.

  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.

  • Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work-ethic.

  • Excellent oral and written communication skill in both Bahasa Indonesia and English.

  • Ability and willingness to work from Bali, Indonesia.

  • Ability and willingness to travel to other provinces/cities in Indonesia if assigned.

  • Legally able work in Indonesia.

Deliverables

Monthly consolidated report on delivery, achievement and lessons learned. Other deliverables include but not limited to:

  • Monthly progress report summarizing analytical progress, stakeholder mapping activities, engagement processes, and key insights on urban climate finance opportunities.

  • Analytical brief on urban finance opportunities and economical impacts for public transport and sustainable transport initiative in Bali.

  • Stakeholder and financing ecosystem mapping identifying relevant financial institutions, investors, philanthropic organizations, and financing actors for urban climate initiatives in Bali.

  • At least two research product related with urban finance and transport developed based on analytical findings and stakeholder engagement, to support climate finance mobilization, including but not limited to the development of a climate finance project pipeline.

  • Presentation materials or analytical notes supporting discussions with government partners, financial institutions, and development partners.

Terms of Payment

Daily rate-based consultant with a maximum of 18 (eighteen) working days per month.
