Nilai Ekonomi Karbon (NEK) Policy Analyst, Climate Program
This is a hybrid position which requires 8 days per month in the office. You will be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.
Program Overview
The Climate, Economics, and Finance (CEF) Programme at WRI focuses on the technical, economic, and social benefits of climate action, as well as the cost of inaction to support country transitions toward net zero emissions as outlined in the Paris Agreement, that is just, inclusive, and leave no one behind. At the global level, we are working on several main areas: (1) stepping up national climate action while building economies that are cleaner, more equitable and offer better quality of jobs; (2) advancing international climate action through international cooperation on climate change to implement the Paris Agreement and make ambitious, equitable climate action a reality; (3) providing national governments, cities and companies with tools and resources to track progress toward their climate goals and strengthen accountability for existing climate commitments; and (4) tracking progress toward climate goals and supporting equity and development goals in the transition to a net zero emissions while ensuring that the transition will bring more just and equitable society.
At national level we work collaboratively with the government to design ambitious climate action plans that align with long-term climate goals and national development plans through research, policymaking processes, and climate negotiations. We also support businesses, civil society, local governments, and other non-state actors as they pursue their own emissions-reduction and adaptation goals. We have built various climate tools to inform good decision making and ensure accountability for existing commitments, as well as tracking progress on climate action.
UKPACT PRICE (Carbon Pricing)
The issuance of Presidential Regulation (PR) No. 110/2025 on Carbon Pricing (Nilai Ekonomi Karbon/NEK), replacing PR No. 98/2021, marks a significant reform in Indonesia’s carbon pricing governance, including the establishment of a National Steering Committee to oversee implementation and coordination. However, despite this progress, the regulatory transition continues to face challenges, particularly capacity gaps among sectoral ministries in developing derivative implementing regulations and translating the national framework into effective sectoral carbon pricing instruments. In response to this, the project of PRICE (Policy Regulatory Framework for Indonesia Carbon Pricing Ecosystem) refocuses its interventions on strengthening stakeholder understanding and institutional capacity to interpret and operationalize PR 110/2025 through policy gap analysis, stakeholder engagement, and targeted capacity building.
Job Highlight
The Analyst will support WRI Indonesia’s project, which involves assisting various government agencies with the implementation of carbon pricing components, particularly regarding the issuance of PR No. 110/2025. The consultant will also assist with analyzing the principles and procedures of carbon pricing, translating them from concepts into regulatory frameworks. This will take the form of continuous stakeholder engagement and the provision of substantive input on the regulations and drafts at the assigned ministerial level. The consultant will also be expected to ensure that their public policy analysis can be feasibly adopted by the regulatory authorities.
This position will be based in Jakarta with office-flex working arrangements and travel requirements as needed, as well as report to the Climate Action Senior Lead and Senior Manager for Climate.

What You Will Do
The Analyst will work closely with the CEF team to perform the following tasks:
Knowledge and Research (70%)
Implement research across all projects under the climate, economics, and finance-related program. Undertake robust and unbiased research across all projects to inform policymakers and the public audience. This must be done at all stages of the project life cycle, including conceptualization, designing research, data gathering, data analyzing, and writing knowledge and communication products.
Support quality assurance of knowledge products to ensure the deliverables/outputs of the projects are met, in coordination with the project teams.
Support research collaboration and coordination with government at national level, partner organization and staff across WRI Indonesia, WRI Global, and international offices.
Work with other research teams in authoring or co-authoring knowledge products, peer-reviewed or otherwise, and other communication documents.
Disseminate research progress and findings, including delivering public presentations.
Conduct the development and drafting of project reports, technical analyses, synthesizing lessons learned and experiences, and publishing findings in reports and issue briefs within the area of social research and GEDSI perspectives.
With the support of the wider CEF team, to take part in the capacity building activities for local stakeholders and communities for relevant project activities.
Engagement and Project Management (30%)
Support national level engagement with relevant stakeholders.
Attending, participating in, and documenting meetings and conferences with partners and key stakeholders (related to research projects) including in the formulation of the regulatory discussions on carbon pricing or other research activities.
Support the organizing of internal and external meetings, workshops, conferences, and dissemination activities related to the projects, including delivering public presentations.
Assist project related engagements and administration, including administrative paperwork related to the projects (i.e. TORs, agreements, contracts, work authorizations, and purchase orders) and report writing.
Assist in fundraising activities, e.g. co-develop proposals for projects.
Support in organising internal and external meetings, participatory FGDs, workshops, conferences, and dissemination activities under CEF portfolio.
Coordinating engagement activities with national and subnational stakeholders to fulfil project needs such as data acquisition, technical discussion, and dissemination efforts.
Represent the team at relevant forum/meeting as appropriate in relation to research updates and findings.
Provide necessary data and information, in line with assigned responsibilities, to support the development of progress reports to donors.
What You Will Need
Bachelor’s degree in public policy, environmental science/engineering, sociology, or related disciplines. A master's degree is a plus.
Minimum 4 (four) years of professional experience as a researcher working in public policy. Having experience in writing knowledge products or research outputs is preferred.
Strong familiarity with or demonstrated interest in carbon pricing or carbon market. Experience in Indonesia or other developing countries is preferred.
Direct hands-on experience in conducting desk and field research, writing reviews and reports in the relevant area.
Proven analytical research skills. This includes the ability to support discrete elements of research projects with limited guidance, such as systematically reviewing, analyzing, collecting, organizing, and visualizing data.
Strong experience with quantitative or qualitative data analysis, especially with policy and regulatory document reviews.
Interpersonal skills, working with people from a variety of backgrounds.
Ability to write and speak in an organised, clear, and articulate manner for a wide range of audiences, including government, private sector, and local NGOs.
Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work ethic.
Highly organized and systematic with strong time management skills and the ability to juggle competing priorities and deadlines required.
Professional fluency in Bahasa Indonesia and English on both verbal and written communications
Ability to travel when needed.
Legally able to work in Indonesia.

Deliverables
Knowledge and Research
Deliver all assigned research outputs, technical analyses, and policy papers in accordance with agreed project timelines and quality standards.
Complete end-to-end research activities (research design, data collection, analysis, and reporting) for all assigned projects within the approved project schedule.
Contribute to at least 1 knowledge product relevant to the projects under the CEF Programme, especially NEK or carbon pricing.
Provide substantive inputs and feedback to all scheduled research activities, workshops or trainings outlined in the project workplan for targeted audiences.
Communicate or present project findings and policy analysis on various event, including stakeholder consultations, workshops, seminars, and other knowledge-sharing events
Engagement and Project Management
Workshops/trainings plan for key stakeholders are delivered according to project plan and timeline
All required project reports created for relevant parties (donors and WRI Indonesia) according to deadlines.
Terms of Payment
Daily rate-based consultant with a maximum of eighteen (18) working days per month.
