Tech4Dev is delivering a large-scale, multi-location workforce development program designed to train and certify thousands of underserved young people for technology-enabled service roles.

• Lead community mobilisation and beneficiary recruitment activities within assigned states and localities, safely and inclusively recruiting eligible participants into programme training cohorts.
• Conduct field outreach, information sessions, and community engagements - including through community events, school partnerships, women's groups, and local networks - to build awareness, trust, and participation across target communities.
• Prioritise engagement with women's groups and associations to drive inclusive participation
  and ensure strong representation of women within the beneficiary pipeline.
• Coordinate closely with training centres/hubs, community leaders, local partners, and government stakeholders to drive applications and referrals.
• Coordinate on-ground logistics for training sessions, assessments, and job placement activities.
• Serve as the day-to-day liaison between the programme management team and local partners, community leaders, and beneficiaries.
• Track mobilisation pipelines, including outreach reach, information session attendance, registrations, and conversion into enrolled participants.
• Collect field data using approved mobile data collection tools (e.g., KoboCollect, ODK, or similar) and submit accurate, timely reports.
• Support participant onboarding, including troubleshooting issues related to documentation, device access, consent, and readiness.
• Monitor the welfare and progress of programme participants and escalate concerns to the Program Manager.
• Support organisation of local events, including orientation days, graduation ceremonies, and employer forums.
• Manage participant communities at the state level following training completion, supporting communication, engagement, and transition into placement pipelines.
• Document field observations, success stories, and challenges for MEL and communications purposes.
• Ensure safeguarding and SEAH protocols are strictly followed during all field engagements, with prompt escalation of concerns in line with procedures.
• Maintain accurate records of beneficiary attendance, assessments, and employment outcomes.
  

• Bachelor's degree or HND in Social Sciences, Community Development, or a related field.
• 2–4 years of demonstrated field experience in community mobilisation, outreach, recruitment, workforce development, or similar roles involving direct community engagement.
• Demonstrated experience or strong comfort engaging women's groups and associations as part of community outreach.
• Applicants must reside in, or have strong familiarity with, their assigned programme state, as mobilizers are assigned to work within their state of residence.
• Fluency in English and at least one relevant local language is essential.
• Comfort working across diverse communities, including with youth and vulnerable populations, in a respectful and culturally sensitive manner.
• Strong discipline in data capture, record-keeping, and basic reporting from field activities.
• Basic understanding of safeguarding, SEAH principles, and informed consent processes in community or youth-focused programmes.
• High level of ownership, reliability, and resilience when working in field-based and fast-paced environments.
• Clear written communication skills and the ability to collaborate effectively with hubs, partners, and programme teams.
• Familiarity with BPO, digital jobs, or youth employment programming is an advantage.
